Our team is comprised of multiple oil & gas industry subject matter experts with technical specialisms across all advisory functions within Deloitte.
Led by Anthony Mahon, a partner with 8 years experience of working in Kazakhstan with the largest oil and gas clients our operating model works by drawing resources from within both Deloitte’s CIS and global practices - providing our clients with an unparalleled mix of local market expertise with the most advanced technologies and capabilities Deloitte has to offer.
Our team brings hands-on sector experience (from international and national oil companies) allied to an extensive track-record of working with the most complex and challenging oil and gas joint ventures and their stakeholders.
We work in partnership with our clients to deliver solutions that bring tangible incremental value and enhanced operational effectiveness.
Anthony Mahon - Partner and leader of Deloitte’s Oil & Gas Joint Ventures team across the CIS region
Anthony is a Partner and leader of Deloitte’s Oil & Gas Joint Ventures team across the CIS region.
With a background from Deloitte’s UK practice with several years spent working in other European jurisdictions and the Middle East, Anthony has over 23 years of professional experience – the last 8 of which have been spent in Kazakhstan focussing primarily on the oil and gas sector.
Originally, a tax & legal partner, Anthony leads our relationships with the largest O&G joint ventures in Kazakhstan and the delivery of complex, cross-disciplinary solutions.
Education and professional qualifications:

2000 – Associate of the Institute of Chartered Accountants of England & Wales (“ICAEW”)
Rachel Perry - Director, Atyrau
Rachel leads Deloitte’s forensic and risk practices across the Caspian region and has 17 years of advisory experience primarily in the UK and CIS.
Rachel investigates complex cases of fraud, bribery and corruption, leading teams in the collation and review of large volumes of data, gathering evidence, conducting interviews and reporting findings to clients, regulators and law enforcement.
She advises on the development and maintenance of effective fraud risk management and ABAC programmes, including policy review, staff training, fraud analytics and third party compliance testing.
Her investigations (including assisting clients to respond to inquiries led by the DoJ, SEC, CFTC and FCA ) invariably lead to resolution by litigation or arbitration.
Rachel advises clients on the financial aspects of commercial claims and disputes, including post transaction disputes and loss of profit claims. In addition, Rachel leads the preparation accounting estimates, financial models and drafts expert reports on quantum.

Askar Khamzin - Director, Nur-sultan

Askar has over 15 years of professional experience on various positions in large Kazakhstani industrial and oil and gas companies. He has experience in leading large scale transformation programmes. He specializes in managing business improvement programs and projects, shaping strategies and business architecture, improving operating model, digitalization, managing financial sustainability and investments.

An AGILE-certified scrum master Leonard has a diverse range of project experience, key question generation and logic frameworks developed and refined in varied operating environments.

Bakhtiyar Nastagimov - Senior Manager

Bakhtiyar is Senior Manager in International Oil and Gas Center of Excellence (CIS IO&G CoE). Based in Nur-Sultan.
Bakhtiyar worked in Oil and Gas sector for the last 13 years and has professional experience in reservoir management, production planning, upstream transformation and digitalization programs i.e. Full Field Development Plan of Kashagan Field as part of Exxon Mobil North Caspian Subsurface Team, KMG Upstream Transformation Program Execution. His strengths are analytical thinking, technical skills, reservoir management, understanding HC reserves potential in Kazakhstan, project and program management, digital transformation of oil and gas companies.

Aigerim Taldybayeva - Client Account Manager

Aigerim is a geophysicist by background and has nine years of professional experience working as Senior Geophysicist on a number of offshore oil and gas projects in Kazakhstan.
She has detailed, hands-on experience of working in an international joint venture environment where she led significant business processes around the ventures’ drilling and exploration programmes.
Aigerim brings her detailed technical knowledge and capabilities in budgeting, planning and complex data analysis to deliver operational solutions to our clients.

Aizhan Baigaliyeva - Manager, CIS International Oil & Gas Center of Excellence

Aizhan has more than 5 years of experience in change management in CIS.
Aizhan specialized and has extensive experience in following activities: change strategy definition, management alignment, stakeholder engagement, communication plan development, change impact assessment, training and post implementation support, change readiness assessment.
She with companies in oil and gas, telecommunications, pharmacy sectors and financial institutions.
Aizhan successfully worked with our clients and led change management workstreams on the following types of engagements: organizational and digital transformation, development and implementation of SSC, ERP implementation, development of HR strategy.
