Ian Colebourne appointed as new Deloitte CIS Managing Partner

News Release

Deloitte CIS is delighted to announce the appointment of Ian Colebourne as the new Managing Partner of Deloitte CIS, taking up the role on 1 January 2015.

Colebourne succeeds David Owen, who completes his term in office, and will return to the Deloitte U.K. firm. Under his leadership, Owen has grown and strengthened the Deloitte CIS business on a number of fronts. At a personal level he has been directly involved with serving leading CIS and international clients, winning a landmark ERP project and expanding our presence in Russia with new offices in Ufa and Ekaterinburg. Through increased international support from the Deloitte network and focused investment, the firm has recruited market leading capabilities in a number of areas including Forensic, of which Colebourne was part, Tax, CFO Services and Strategy Consulting teams. The firm now has a very strong platform upon which to continue growing and successfully competing.

As the new CIS CEO, Colebourne will lead more than 2,500 practitioners across 18 offices in 11 CIS countries. He will focus on strengthening the firm’s position in Russia and the CIS, which is very much still recognized as a global priority market for Deloitte, through the development of a revised Deloitte CIS strategy. Quentin O'Toole, currently CIS Audit leader and COO, is appointed as Deputy CEO.  Colebourne and O’Toole form a leadership team with more than 20 years experience in the region between them.

“We have a fantastic team, an incredible brand and a wealth of opportunities before us to grow our business”, said Colebourne. “Deloitte globally has set ambitious targets and the CIS is an important element. Delivering against that ambition will create opportunity for professional growth and progression across our business. As a firm our continued success will be assured by staying close to our clients, understanding their needs and exceeding their expectations”.

Owen said “I am proud of what we have done for our clients, the growth and financial performance of the firm and the opportunity through all of this for our people to grow and develop. We have continued to meet our plans and objectives despite the recent political and economic challenges in the last 12 months, we have been focused on making sure we continue to deliver high quality and relevant services to the market. I have enjoyed living and working in Moscow and being responsible for the CIS region at this time in its development has been a deeply fulfilling experience. I have great respect for my colleagues in the firm here and I have every confidence that they will build on the success that we have collectively achieved as they go forward under new leadership.”

Colebourne first came to Russia in 2000 and has been living in Moscow for over ten years. During his 20-year career, he has built an impressive record of success through a variety of roles including establishing the leading Forensic practice in the CIS, heading the Risk Consulting business and Chairing the EMEA Forensic Group at another Big Four firm. He joined Deloitte in 2012 as part of Owen’s Executive team, to lead the Financial Advisory Services practice.

Colebourne is married with four children. He holds a BSc degree in Biological Science from Birmingham University (UK) where he also completed the Common Professional Exam and Legal Practice Course, passing both with Commendation subsequently qualifying as a Solicitor.
