Deloitte has supported the European Commission, DG Research and Innovation, in making an annual assessment of the progress made on the European Research Area (ERA), by producing an integrated report on the research profession in 38 countries.
Monitoring the research profession in Europe
The reports aimed to provide a reliable, complete and up-to-date picture of the research profession in Europe (in 38 countries), taking into account country-specific (policy) contexts.
In particular, the reports presented information on the stock of researchers per country, their employment and social security situation, income and mobility flows, relating this to compliance with the Innovation Union commitments (European Commission, “Europe 2020 Flagship Initiative Innovation Union”), setting out objectives for Member States in the context of human resource policies and practices in research.
through a set of KPIs and an annual questionnaire
The study team developed an annual assessment of the progress made in 38 countries and in the EU against China, Japan, and the USA, by collecting and analysing:
- Approx. 60 pre-defined indicators on various aspects of the research profession;
- An online questionnaire of approx. 50 (open) questions;
- An extensive desk research.
