Global Cyber Incident Readiness, Response, and Recovery (CIR3) Leader

John, a managing director at Deloitte & Touche LLP, is a part of the Cyber Risk Services Strategy practice of Deloitte Risk & Financial Advisory. As the Cyber Incident Readiness, Response, and Recovery (CIR3) practice leader globally, he helps clients plan, adapt, respond to, and recover from dynamic cyber events.

John joined Deloitte after retiring from the US Navy in 2014. He held command at various levels including USS Hurricane (PC3), USS Kauffman (FFG59), and Commodore Destroyer Squadron Twenty Two. He served on the Joint Staff, Office of the Chief Information Officer (CIO), where he was responsible for the continuity of information technology operations for the National Military Command Center prior to and during the 9/11 attack on the Pentagon. John’s last role in the Navy was as chief of staff, Fleet Cyber Command/10th Fleet, where he was third in command of the Navy’s cyber operations.

John has been published in US Naval Institute Proceedings, Deloitte Review, Dark Reading, and the Wall Street Journal’s CIO and CFO Journals on topics ranging from building resilience to cyber risk quantification. He coauthored “Beneath the surface of a cyberattack,” a Deloitte US study that describes the hidden costs associated with a cyber breach. John also coauthored an update to this original study “Beneath the surface of a cyberattack: Collision avoidance,” where he describes the business application of cyber risk quantification to mitigate cyber risk.
