An Unprecedented Challenge
An Information System for Administrative and Fiscal Courts
Computerising 19 new courts across the country
The body responsible for the development and maintenance of the information systems of the Ministry of Justice - Ministério da Justiça (ITIJ) launched a proposal in 2002 for the development of an Information System for Administrative and Fiscal Courts. The objectives of this project passed through cost reduction, elimination of paper processes and the rapid and remote access to them, ensuring a better service for the justice of citizens.
To meet this challenge, Deloitte has assembled a set of technical and functional specialists. The result was a solid and complete proposal that won the public services exam.
A case in favour for all
In the year that the Litigation Reform came into force, 19 new administrative and tax courts would be set up, and they would be born with a single Information System of Justice, a project that involves the total transformation to working in the same way as the courts do, with the same level of incorporation and treatment processes. The departure of this project will be a huge challenge, but the complexity of it is greater:
- A period of seven months;
- A lacking of similar projects in this area;
- Integration of processes that were already in progress;
- Need for an intuitive application for users with different experiences in computer systems;
- Promoting change from everything being paper-base, to a system that is completely electronic;
- Create a system without the possibility of the experience on the ground, since the courts did not exist;
- Meet the needs of about 6000 users.
In defense of innovation
Contribute to a more efficient legal system
Since January 2004 digital processes have been a part of the Administrative and Fiscal Courts. After implementing the system in place in 19 courts, two months of intensive training on the job and 2 years follow-up, the system efficiency is achieved by ensuring:
- Fast access to information and reduced travel for lawyers and solicitors (over 20,000 users benefit);
- Simultaneous and immediate procedures, courts and remote access;
- Delivery of procedural electronically pieces;
- Automatic and random assignment of cases to judges;
- Simplification of training processes.
In summary, greater speed throughout the legal process makes life less complicated for professionals and citizens.
After everything, this project received the Fernandes Costa Award, which distinguishes the innovative work within the computer science and the use of information systems and technology developed in Public Administration.
