William D. Eggers

​Bill is the executive director of Deloitte’s Center for Government Insights where he is responsible for the firm’s public sector thought leadership. His most recent book is Delivering on Digital: The Innovators and Technologies that are Transforming Government (Deloitte Insights, 2016).

His eight other books include The solution revolution: How government, business, and social enterprises are teaming up to solve society’s biggest problems (Harvard Business Review Press 2013). The book, which The Wall Street Journal calls “pulsating with new ideas about civic and business and philanthropic engagement,” was named to ten best books of the year lists.

His other books include The Washington Post best seller If we can put a man on the Moon: Getting big things done in government (Harvard Business Press, 2009), Governing by Network (Brookings, 2004), and The Public Innovator’s Playbook (Deloitte Research 2009). He coined the term Government 2.0 in a book by the same name. His commentary has appeared in dozens of major media outlets including the New York Times, Wall Street Journal, and the Chicago Tribune.

John O'Leary

John is the state and local government research leader for the Deloitte Center for Government Insights. Prior to joining Deloitte, John served as the vice president of communications and executive reporting with State Street Bank. John previously served in multiple senior leadership roles for the Commonwealth of Massachusetts and was a distinguished research fellow with the Kennedy School of Government at Harvard University. He is the co-author of the 2009 Washington Post best-seller, “If we can put a man on the Moon.”

W. Bruce Chew, PhD

Bruce is the federal research leader for the Deloitte Center for Government Insights and a managing director with Monitor Deloitte, the home of Deloitte’s Strategy practice. Bruce has served a broad range of government, educational, and commercial clients with a particular emphasis on helping large, historically-successful organizations respond effectively to technology disruptions, outside pressures, or new opportunities. Bruce has been in consulting for more than twenty years. Prior to entering consulting, Bruce was an Associate Professor at the Harvard Business School where he was an award-winning teacher. Bruce is a sought-after speaker who has published in the Harvard Business Review, Brookings papers, and elsewhere. In 2015 and 2016, Bruce was on the Advisory Board for the Federal Government’s inaugural President’s Customer Service Awards.

Tiffany Dovey Fishman

Tiffany is a senior manager with the Deloitte Center for Government Insights. Her research and client work focuses on how emerging issues in technology, business, and society will impact organizations. She has written extensively on a wide range of public policy and management issues, from health and human services reform, to the future of transportation, and the transformation of higher education. Her work has appeared in a number of publications, including Public CIO, Governing, and EducationWeek. Tiffany also serves as an advisor to Deloitte’s Center for Government Insights, focusing on developing innovative, yet practical ways governments can transform the way they deliver their services and prepare for the challenges ahead. Tiffany holds a BA in philosophy and public health and community medicine from University of Washington and a Master’s in Public Policy from The George Washington University.

Joe Mariani

Joe is a research manager with Deloitte’s Center for Government Insights. His research focuses on innovation and technology adoption for both national security organizations and commercial businesses. His previous work includes experience as a consultant to the defense and intelligence industries, high school science teacher, and Marine Corps intelligence officer.

Dave is a senior manager in the Research and Insights group of Deloitte Services LP. He works with governments and universities to better understand and implement emerging technologies and business models that can address their most pressing challenges. Prior to this role, he spent nine years with Deloitte Consulting LLP leading organizational assessment and transformation projects.

Adam Routh

Adam Routh is the defense and space research lead for Deloitte's Center for Government Insights and Deloitte's space practice and a PhD candidate in the Defense Studies Department at King’s College London. His research areas include the future of warfare and defense with a focus on emerging space activities.

Adam's work has addressed U.S. national space policy, space governance, and the challenges and requirements of the future military force, among other topics related to space and defense. His analysis has been featured on ABC News, The John Batchelor Show, I24 News and published in National Review, The Hill, The National Interest, Space News, The Space Review, Real Clear Defense, and Defense News among other outlets.

Adam previously worked for the defense program at the Center for a New American Security. Prior to CNAS he worked in the private sector where he facilitated training for Department of Defense components. He also served as a Team Leader with the U.S. Army’s 75th Ranger Regiment.

John McInerney

John McInerney is a health research manager at the Deloitte Center for Government Insights, as well as a Specialist Master in the Government & Public Service (GPS) practice. John has almost 20 years of Medicaid, CHIP, managed care, and health financing experience at both the state and federal levels. John’s career has focused on issues related to most major health reform initiatives of the past few decades, including the Affordable Care Act (ACA) Medicare Modernization Act, and the Children’s Health Insurance Program Reauthorization Act. In addition to his work at CGI, John assists Deloitte’s state clients as a policy advisor on issues around Medicaid reform and the ACA.

Alison Muckle Egizi

Alison Muckle Egizi is health policy research lead for the Center for Government Insights. Egizi conducts research and thought leadership to address key health policy issues facing federal and state agencies. She brings 15 years of experience managing research for federal health agencies, academia, and health systems. Her research has focused on the future of public health, community health systems, child health equity, and health innovation. She earned an MPP in Health Policy from UCLA, and a BA in Psychology from American University.

Her work focuses on emerging trends at the intersection of technology, business, and society and how they impact public sector organizations. She has over a decade of experience in public sector-focused research and has written extensively on a range of topics including the future of work, digital transformation, innovation, and future trends in government.
