Government-wide SIISS Contract

The Salesforce Implementation, Integration, and Support Services (SIISS) Blanket Purchase Agreement (BPA) is a multiple-award, government-wide BPA that consolidates the government’s Salesforce technical development, operations and maintenance, and implementation strategy requirements into one procurement vehicle that can replace numerous agency-specific contracts, reducing both contract duplication and the government's administration costs.

Salesforce GSA BPA contract scope

The Salesforce multi-agency BPA is open to all federal agencies as part of GSA Order ADM4800.2H and awarded under Multiple Award Schedule (MAS) IT Schedule 70. The BPA is organized into seven functional areas:

  • Functional area 1: UX design, business analysis, development, integration
  • Functional area 2: Data management and security
  • Functional area 3: Program management support and center of excellence governance
  • Functional area 4: Release management and post-implementation maintenance support
  • Functional area 5: Support/help desk
  • Functional area 6: Training
  • Functional area 7: Agile coaching

  • Deloitte contract number: GS-00-Q-16-AE-A-1003 (FSS: GS-35F-0617Y; SIN 132-51 and SIN 132-50)
  • Period of performance: Five-year period of performance (12/21/2015–12/20/2020)
  • Estimated contract value: $503 Million
  • Contract types: Firm-Fixed Price (FFP), Labor hour (LH), and Time and Materials (T&M) or a mixture of types. Firm-Fixed Price orders are preferred, as stated in FAR 8.405-3(c)(3)
  • Offers established and proven Salesforce implementation partners who can manage implementations and integrations within complex, multi-organizational government cloud ecosystems
  • Sets standards for Salesforce development allowing agencies to share repeatable applications via the GSA Labs community, improve interoperability, best practices, and app sharing among agencies
  • Actively supports the Federal Information Technology Acquisition Reform Act (FITARA) by establishing technical development standards that will allow agencies to reuse technology that other agencies develop, which will drive increased value for government
  • Increases speed and efficiency as a streamlined strategic-sourcing vehicle for Salesforce professional services
  • Lowers overall costs by leveraging the buying power of the government into a consolidated services vehicle
  • Helps agencies meet their socioeconomic goals—each BPA holder has committed to a minimum of 15 percent small business participation
  • Using this BPA can reduce expenses related to disparate contract management, as many departments today are currently leveraging their own individual BPAs off of IT Schedule 70
