Public Inquiry on the Administrative Guidelines for the entry, stay and exit of goods in FTZ Logistics Service Companies

On November 23rd the General Customs Bureau (DGC) issued the communication number GA-DGT-022-2015, which is a draft of an official circular letter containing the "Administrative Guidelines for the entry, stay and exit of goods in FTZ Logistics Service Companies (known in Spanish as SEL)".

These guidelines will apply while regulatory, procedural and software adjustments are executed on the customs system TICA by the DGC, for all kinds of logistic services.

A maximum period of 10 working days is granted for submitting remarks to the draft document; it finishes on December 4th. Remarks must be sent by email to and, or delivered in the Customs Procedures Department of the DGC, located in La Llacuna building in San Jose Downtown.

In accordance with article 127 of the Free Trade Zones Act, SEL companies are entitled "(...) to provide integrated logistics services, which can include planning, inventory control and management, selection, packing, packaging, fractionation, billing, labeling, amongst other, as long as these operations do not transform the nature of the goods and do not involve the simple storage and/or custody of them. (...)".
