Deloitte advises the Estonian Tax and Customs Board and European Commission

Developing a strategy for Artificial Intelligence

We are proud to have advised the Estonian Tax and Customs Board (ETCB) in developing its strategy for Artificial Intelligence (AI). The project was funded by the European Union via the Technical Support Instrument and implemented by Deloitte in cooperation with the European Commission’s DG REFORM.

Context

The mission and purpose of the Estonian Tax and Customs Board in society is to enable convenient and efficient tax collection and protect the economic environment for the benefit of people, enterprises and the Estonian state.

With the emergence of AI, a higher level of digitalisation has become possible to fulfil this mission. Therefore, in line with Estonia’s national AI strategy and the European Commission’s AI agenda, the ETCB requested tailor-made technical support from the European Commission’s Directorate-General for Structural Reform Support (DG REFORM), under the Technical Support Instrument (TSI), to:

  • explore the feasibility of using human-centric AI in its processes and services; and
  • develop a strategic framework to facilitate the transition to a higher level of digitalisation.

In the summer of 2021, Deloitte was successfully selected to implement this work.

The mission of DG REFORM is to provide support for the preparation and implementation of growth-enhancing administrative and structural reforms by mobilising European Union (EU) funds and technical expertise.
