Mark Smith

Managing Partner of Deloitte Caspian Region

Mark spent his early career in Scotland and then the Cayman Islands, before leaving for Almaty to join Deloitte’s regional Financial Services audit group in 2007. Since 2012, Mark has been Managing Partner for the Caspian Region. He works with clients in the banking, insurance and manufacturing sectors and has provided audit services under IFRS, US GAAP and UK GAAP. Mark holds a Degree in Accounting and Marketing and is a Chartered Accountant (Scotland).

Andrew Weekes

Partner, Head of Audit Practice, Caspian Region

Andrew has over 28-years’ experience in the audit profession, including 17 years spent as a partner with Big 4 firms in Asia. He is head of the Audit Practice in the Caspian Region and joined Deloitte in Almaty in January 2004. He holds a Bachelor’s Degree in Financial Administration and is a Chartered Accountant (Australia). He specialises in audit and assurance services, due diligence and strategic analysis. Andrew is a sports fan and enjoys travelling in his spare time.

Vladimir Kononenko

Partner, Head of Tax & Legal, Caspian Region

Vladimir heads the Deloitte Caspian Tax Practice. He graduated from the Kazakhstan State Economy Institute and is a Qualified Kazakhstan Auditor. Vladimir joined Deloitte in 2002 and has accumulated more than 20 years experience with Big 4 consulting companies and a further 10 years of work experience with the tax authorities. His specialist areas include double taxation treaties, international taxation, due diligence and environmental reviews.

Dina Tasbulatova

Partner, Financial Advisory, Caspian Region

Dina has been with Deloitte for six years and is the Head of the Deloitte Caspian, Financial Advisory department. She has more than 11 years of experience providing professional valuation services. Dina holds a Bachelor’s Degree in Finance and Credit, is a Level III Chartered Financial Analyst candidate, holds a Kazakhstan state property valuation licence and a state licence to value intellectual property and intangible assets.
