Investment aid for the production of COVID-19 relevant products

Malta Enterprise is accepting applications under the scheme entitled ‘Investment Aid for COVID Products’ until 12th November 2021, with the deadline being extended from 30th June 2021. The scheme aims to assist businesses that develop COVID-19 relevant products and services such as medicinal products, medicinal devices, medical equipment, data collection processing tools, screening and tracking devices.
Malta Enterprise may provide financial support not exceeding 80% of the eligible costs, which may be increased by an additional 15% where the project is carried out in collaboration with another undertaking established in another Member State that is also receiving support from that Member State.
Support may be in the form of a cash grant, a repayable advance or a tax credit. Unutilised tax credits may be carried forward to be utilised in subsequent years.
Eligible projects and eligible costs
Projects that have started on or after 1 February 2020 shall be considered as eligible projects by Malta Enterprise. Nonetheless, projects that started before 1 February 2020 may be deemed eligible if the aid is necessary to accelerate or widen the scope of the project.
Eligible costs must fall within the following categories:
- Tangible and intangible assets procured to develop, manufacture and provide COVID-19 relevant products;
- Wage costs of personnel engaged to design and develop tools, processes and solutions for the production and manufacturing of COVID-19 relevant products;
- Wage costs of personnel engaged to develop data collection and processing tools (including Artificial Intelligent solutions) supporting the medical profession and the general public in issues related to the COVID-19 pandemic;
- Costs incurred for trial runs of the new (or diversified) production facilities such as cost of materials required for trial runs of production facilities and cost of data sets acquired to test data processing and collection solutions.
Buildings and land are not supported by this scheme. Where the project is limited in time and scope, costs of equipment shall be taken on a pro-rata basis.
