2021 Tax Plan - Budget Day (Prinsjesdag)

On Budget Day (Prinsjesdag), 15 September 2020, the government introduced the 2021 Tax Plan to the House of Representatives.

On 15 December 2020, the Senate approved the 2021 Tax Plan package, the limitation of the liquidation loss scheme in corporate income tax and the introduction of an air passenger tax. This greenlights a number of much discussed Government measures.


On 12 November 2020, the House of Representatives agreed to the Tax Plan 2021 package and a bill providing for a limitation of the liquidation loss regime in corporate income tax.


On 5 October 2020, the State Secretary for Finance submitted two Memorandums of Amendment to the Tax Plan 2021 to the House of Representatives. The two most important issues are the introduction of a Job-related Investment Credit (Baangerelateerde Investeringskorting, or “BIK”) and stricter loss offset rules.


On 15 September 2020, the Government submitted the Tax Plan 2021 package to the House of Representatives. This package includes the following bills:

  • Tax Plan 2021
  • Other Tax Measures 2021
  • Box 3 Adjustment Act
  • Transfer Tax Differentiation Act
  • Implementation of Allowances Improvement Act
  • Industrial CO2 Tax Act
  • 2021 and 2022 rates Surcharge for Sustainable Energy
  • One-off rent reduction for low-income tenants


Most of the measures will enter into force on 1 January 2021. Later effective dates are indicated separately. Incidentally, the bills may still be amended during their passage through Parliament. Below is an overview of the announced measures by type of tax.
