Deposit Return System

What is it and what should the target companies do?

Manufacturers or importers of beverages packaged in non-reusable containers are required to register with the Deposit Return System (DRS), which requires application of a deposit of 0.5 lei/packaging. Otherwise, they will no longer be allowed to sell such products on the Romanian market. Starting with the entry in operation of the DRS, the producers not registered in the DRS will no longer be allowed to introduce on the market beverages in DRS packaging.

The DRS applies to non-reusable primary packaging of glass, plastic or metal, with volumes between 0.1 litres and 3 litres including, used to make available on the national market beer, beer mixes, mixes of alcoholic beverages, cider, other fermented beverages, juices, nectars, soft drinks, mineral waters and drinking waters of any kind, wines and spirits.

What are the legal deadlines?

  • February 28, 2023 – companies must register with the DRS
  • November 30, 2023 - The DRS starts functioning

What obligations do you have under the law?

  • to register in the database of the DRS administrator;
  • to sign a contract with the DRS administrator;
  • to identify and mark bottled products in packages subject to DRS in your product range;
  • to manage the financial flow of the deposit in relation to customers and the DRS administrator;
  • to keep and communicate to the DRS administrator a record of the packages subject to DRS.
