Series of seminars organised by the OECD in collaboration with Deloitte

The seminars are an initiative of the Organisation for Economic Co-operation and Development (OECD) carried out in partnership with Deloitte CIS, thanks to the support of the Siemens Integrity Initiative. They provide a forum for discussion and sharing of OECD and international expertise on issues relating to business integrity, with a special focus on the local situation and challenges in Russia.

Each session is supported by tailored OECD research and other material relevant to the topic area. The seminars are conducted by specialist speakers from the OECD, the international community and Russia, as well as corporate representatives (Russian and foreign).

The seminar Business Integrity and Corporate Governance in State-owned Enterprises, organized by the OECD in partnership with Deloitte CIS and with the funding of Siemens Integrity Initiative, discussed key integrity risks and challenges specific to SOEs.

Building on the OECD Guidelines for Corporate Governance of State-owned Enterprises, the discussions outlined ways to manage integrity risks through corporate governance measures. Special attention was given to the challenges specific to Russian SOEs, the work carried out by the Bank of Russia in supporting and monitoring the implementation of internal control and risk management pursuant to the Russian Code of Corporate Governance, as well as the assessment of governance practices in local state-owned enterprises by the Association of Institutional Investors.

In addition, the seminar provided an opportunity to share knowledge about the concrete integrity practices within Russian companies with state participation. The discussions were supported by expert speakers from the OECD, Deloitte CIS, the Bank of Russia, the Association of Institutional Investors and local state-owned enterprises. Simultaneous interpretation was provided at the seminar.

Antitrust Compliance and Corporate Governance

The seminar "Antitrust Compliance and Corporate Governance" was held by the OECD in partnership with Deloitte CIS and with the funding of Siemens Integrity Initiative on 26 January 2017.

The third seminar focused on how companies could enhance compliance with competition law through corporate governance measures. Having built on OECD expertise in that field, the discussions outlined a few key risk areas related to competition and ways to address them within corporations. Special attention was drawn on the work carried out by the Federal Antimonopoly Service, current tendencies in competition law compliance in Russia and the implications for companies of implementing compliance procedures.

Anti-corruption and prevention of bribery of foreign public officials

The first session of the series focused on sharing knowledge on international standards and best practices in fighting corruption and preventing foreign bribery through fostering business integrity. The seminar included presentations by experts from the OECD, international community and Russia, as well as corporate representatives from the private sector. The discussions covered, among others, the following topics:

  • Functioning of the OECD Convention on Combating Bribery of Foreign Public Officials in International Business Transactions (to which the Russian Federation is a signatory)
  • Prevention of foreign bribery through business integrity and corporate governance
  • Investors’ expectations relative to anti-corruption practices by firms
  • Current trends in anti-corruption work in Russia

Risk management and business integrity

The second session entitled “Risk management and business integrity” took place on 10 October 2016 in Moscow. The seminar was a part of the series of seminars called “Promotion of business integrity through corporate governance” organised by the OECD in collaboration with Deloitte. The seminar focused on efficient approaches to managing integrity risks within corporations with case examples from different jurisdictions. Experts discussed some best practices and challenges in risk management in Eastern Europe and Central Asia, as well as the key trends in this sphere in Russia.
