The Ministry of Finance amends customs fees for imports and exports

On 14 June 2023, the Official Gazette of the State of Qatar published Decree No. (13) of 2023, issued by the Ministry of Finance, amending the fee structure for customs services provided by the General Authority of Customs (GAC). These changes took effect on 19 May 2023.

The fee structure for customs services:

Article (1) of the resolution states that the fees for customs services provided by the GAC will be determined according to the guidelines specified in this decision.   The fees for imported, exported, or transiting goods:

The fee structure for various categories of goods passing through customs offices is defined in Article (2) of the resolution. The fees are as follows:

  • Trucks and containers: A flat fee of 200 Qatari Riyals per truck or container.
  • Parcels: A fee of 25 Qatari Riyals per parcel, with a maximum limit of 200 Qatari Riyals per customs declaration.
The fees for storage and preservation:
  • After 24 hours of entering the customs office, a fee of 150 Qatari Riyals per truck per day or part thereof applies.
  • For storing precious storage boxes during the preservation period, a fee of 1% of the value of the boxes per day is also due.
  • The total amount of storage and preservation fees must not exceed half of the customs value of the goods to ensure a fair and reasonable fee structure.
The fees for customs services, documents, licenses, and other associated fees:

Article (4) of the resolution approves the fees associated with various customs services, documents, and licenses.

The fee structure for these charges was last published in 2017 under the Ministry of Finance Decree No. (9). The recent changes to the fee structure, which include an increase in fees and slightly different calculation methodologies, suggest that the GAC in Qatar is indeed revising its customs-related revenue collection avenues.
