2024 Conduct Watch Survey Report
As organisations and institutions across this diverse and dynamic region strive for greater transparency and ethical conduct, the role of whistleblowing has never been more critical.
In 2023, we ran our inaugural Asia Pacific Conduct Watch survey set out to learn how we can enhance the effectiveness of whistleblowing. The 2023 Conduct Watch Survey report provided insights into how organisations in Asia Pacific approached strategy and culture, policies and procedures, and implementation and execution.
The 2024 Conduct Watch Survey report compares and identifies shifts in the evolving whistleblowing landscape over the last two years, engaging business leaders from the Asia Pacific region and beyond. Our goal was to gain a better understanding at a broader level of the organisational perceptions, capabilities, and benefits towards whistleblowing, while also staying abreast of emerging trends.
Our survey discovered that organisations are increasingly recognising whistleblowing as a strategic tool, with a noticeable shift towards addressing a broader range of ethical issues, including bullying, harassment, and conflicts of interest, while continuing to play a key role in detecting instances of fraud and bribery. The use of technology has also presented opportunities and challenges as organisations seek to enhance their whistleblowing programs, with independent service providers playing a more prominent role to enhance trust and increase confidence.
To support our clients, Deloitte developed Conduct Watch, an end to end digital whistleblowing solution based on our experience of providing whistleblowing services for over 20 years. Conduct Watch is currently used by nearly 400 clients globally, facilitating communication with anonymous whistleblowers and providing a safe and secure platform with robust case management functionality to investigate matters efficiently.
