Horizon 2020 is available for all types of organisations involved in research and innovation – academia, research and industry. It contains a number of different funding programmes and mechanisms, and is based on a structure of three pillars – Excellent Science; Industrial Leadership and Societal Challenges covering every stage of the innovation process from basic research to market uptake.

Significant changes

Compared to its predecessor (FP7), Horizon 2020 has been radically simplified in terms of architecture, rules, procedures and control strategy, to attract the top researchers and the most innovative companies. Measures include:

  • simplified rules for cost calculation - 100% funding for research projects; 70% funding for closer to market innovation projects – and a flat rate of 25% for indirect costs
  • a simplification of the application procedure, including a new online system for easier handling of the application document, negotiation phase and grant agreement 
  • more transparent categories for the classification of levels of innovation – which trigger different levels of funding per project
  • more options for cooperation with partners from outside the EU
