Deborah is a commercial specialist combining commercial, shareholder, corporate finance and accountancy experience to advise government teams on complex commercial transactions and business models. She leads on the commercial and financial structuring of public sector arrangements with third parties working with government departments and arm’s length bodies across the whole commercial lifecycle. Her work includes over 20 years’ experience of advising on complex outsourcing, major asset acquisitions, new commercial models and transforming commercial functions.

Deborah’s experience includes working with commercial, financial, policy, strategy, technology and delivery teams across the Home Office, Ministry of Defence, Defra, BEIS, Cabinet Office, Ministry of Justice, DCMS, DLUHC and DHSC, as well as public bodies such as Sellafield, NDA, Homes England and BDUK.

Recent projects include delivery model assessments for new Net Zero grant schemes, should-cost modelling to inform commercial model option evaluations, developing digital category strategies to improve business user experiences, procurement of critical national infrastructure, digital service design to shape contract requirements, developing evaluation strategies to mitigate programme risk and conducting supply chain diligence to inform contingency planning.
