Hywel Madden

Hywel is a partner in our Financial Advisory service line who advises central government departments and arms' length bodies on large scale, complex technology-enabled commercial transformation and procurement programmes. An accountant by background, and commercial adviser by trade, Hywel’s areas of specialism include leading financial analysis to establish the case for investment; structuring and leading complex procurements; contract development, review, negotiation and exit support; and structuring of commercial arrangements.

Hywel is a member of Deloitte's Government & Public Sector Executive Team and leads our Financial Advisory Infrastructure, Transport and Regional Government business. As our Public Sector Purpose Leader, Hywel is responsible for embedding our Purpose in everything that we do, including delivering outstanding Social Value through our engagements.
