Richard is one of the UK’s leading experts on compulsory purchase and compensation with extensive experience of acting both for acquiring authorities and claimants in a wide range of cases. He leads the compulsory purchase team within the Development & Assurance group in Real Asset Advisory.

Richard was the principal author of the UK government’s Compulsory Purchase Procedure Manual and a consultant to the English Law Commission in its most recent report on compulsory purchase.

Richard joined Deloitte Real Asset Advisory's forerunner firm Drivers Jonas in 1988 after four years’ experience in the Inland Revenue Valuation Office. He currently specialises in advising public and private sector clients on valuation and compulsory purchase matters. Richard is a member of the Royal Institution of Chartered Surveyors’ policy panel on Compulsory Purchase and Compensation and a member of the Compulsory Purchase Association. Richard has advised a wide range of clients including appearances as a witness at public inquiries and as an expert witness before the Lands Tribunal (now the Lands Chamber) and Jersey’s Board of Arbitration.
