Harry Marquez

Harry Marquez is managing partner of the San Juan practice at Deloitte LLP. As the managing partner, Harry is responsible for driving the market’s strategy for growth, business development, social impact and other strategic initiatives, closely collaborating with leaders across tax, audit & assurance and consulting.
In addition to serving as the San Juan managing partner, he also serves as the Puerto Rico tax leader with more than 23 years of public accounting experience. He specializes in steering comprehensive tax compliance and advisory services and his experience spans corporate structuring and reorganizations, tax incentives, intercompany allocations, indirect taxes, and expatriate taxation. His focus is on delivering tailored tax solutions that can help clients navigate the complexities of local and international tax landscapes.
Before joining Deloitte, he served at the Puerto Rico Treasury Department, as the Assistant Secretary for Internal Revenue and Chief Technical Advisor to the Secretary of Treasury. His tenure at the Treasury was marked by significant contributions, including the implementation of critical tax reforms and the introduction of the 4% excise tax under Act 154-2010. He also represented the Puerto Rico government as the Competent Authority before the Internal Revenue Service, helping to ensure compliance and advocacy that aligned with both local and federal guidelines.
Marquez’s leadership extends beyond professional commitments. He is known for his active involvement in the community, including his participation in the Puerto Rico CPA State Society as a board member, leading tax committees, and involvement in annual charity events.
He is a graduate of the University of Puerto Rico with a degree in business administration and accounting and is a CPA and member of the American Institute of CPAs.
