Jean Baxley

Jean practices almost exclusively in the insurance tax area. She works closely with our US offices to assist Deloitte’s clients on life company taxation, non-life company taxation, insurance product taxation, and captive insurance issues, as well as international tax issues relevant to insurers. She provides federal tax advice, compliance, and controversy services to clients through all stages of the tax life cycle—from planning to compliance to controversy.

Jean is co-chair of the Federal Bar Association (FBA) Insurance Tax Seminar. She is a frequent speaker at FBA meetings and Society of Actuaries meetings and is active with the Insurance Companies Committee of the American Bar Association Tax Section. She contributes to and serves on the editorial board of the Society of Actuaries tax publication, Taxing Times.

Jean has her BA from the College of William and Mary, her JD from George Mason University School of Law, and her LLM in taxation with distinction from Georgetown University Law Center.
