Tracy Haugen

Tracy is a director in Deloitte’s Government & Public Services (GPS) Human Capital practice. She has helped agencies cut through the bureaucratic barriers using change techniques to deliver successful results. In management consulting since 1997, she has deep experience in organizational change management, human capital management and organizational strategies. She supports a number of agencies including General Service Administration (GSA) in the Human Capital strategy execution, including assessing HC maturity levels of the various programs, developing competency models, increasing employee and customer engagement. She supports a number of US government agencies including the Department of Housing and Urban Development (HUD) and the United States Department of Agriculture (USDA) in their efforts to implement technology, improve business process and develop the workforce. Tracy holds a Master’s in Business Administration from University of Chicago, with a concentration in business economics and organizational behavior.
