Tom specializes in defined benefit and defined contribution retirement plans, retirement savings plans, executive compensation, health and welfare plans, and social security taxes. For retirement plans, Tom specializes in helping clients design and operate their plans, and where necessary, helping clients navigate the Internal Revenue Service (IRS) Employee Plans Compliance Resolution System, the correction program for retirement plans.

Prior to joining Deloitte, he served as an attorney tax law specialist with the Employee Plans division of the IRS National Office, which oversees tax-favored retirement plans. While at the IRS, Tom was a charter member of the committee that developed the Voluntary Compliance Resolution Program and now serves as Deloitte’s primary point of contact for submissions made to the IRS under the current qualified plan correction programs.

Tom is the chair of the Administrative Practices subcommittee of the American Bar Association’s (ABA) Employee Benefits committee, a member of the Employee Benefits Technical Resource panel of the American Institute of CPAs (AICPA), and is active in the IRS Tax Exempt/Government Entities Joint Council for the Mid-Atlantic Region. He is also a frequent speaker at ABA and AICPA conferences on employee benefits and the co-author of Bloomberg BNA Tax Management Portfolio, “Deferred Compensation Arrangements, No. 385."

Tom holds a Bachelor of Science in business administration from Duquesne University, a Juris Doctor degree from Case Western Reserve University, and a Master of Laws in taxation from Georgetown University Law Center.
