Supporting Government’s COVID-19 Response

Deloitte continues to support the South African government, Business for South Africa (B4SA), and other social partners, as well as various stakeholders to mobilise business resources and capacity to combat the Covid-19 pandemic

Deloitte supports the government-led national vaccine programme through a number of initiatives with an ultimate objective of reducing, and ultimately removing, the impacts of the pandemic and returning to a fully functional economy.

Technology platform

A technology platform was created for the consolidation and reporting of all data being collected and used by work groups. This platform has given governent the ability to monitor and track over R1bn worth of procurement and help reduce the gaps for PPE in South Africa.

One of the key dashboards that has been created is an end-to-end Personal Protective Equipment (PPE) supply chain control-tower dashboard. This dashboard consolidates various data sources into a single view from which PPE demand planning and procurement can be monitored and controlled.

Geospatial Analytics

The Deloitte team, together with the support of ESRI South Africa, has been able to provide geospatial views of South Africa overlaid with various data. This directly relates to the need to identify potential locations as temporary facilities to house overflow patients from hospitals in the form of isolation and quarantine locations.

The work done by Deloitte assisted in spatial planning/repurposing to house medical staff by providing a visual representation of population overlaid to better understand high density areas.

Epidemiological Modelling

The Deloitte team was tasked to help predict the number of beds (ICU and High-care), ventilators and medicines required during the COVID-19 pandemic by modelling the demand for PPE in the private and public sector based on the spread of the infection.

In turn, the spread of the infection was modelled by using clinical information, number of current beds in public and private hospitals together, and the effects of the lockdowns.

Safe transportation modelling

A holistic view on the public transport sectors’ readiness to manage health risks was provided as the economy transitioned through different levels of lockdown.

A model was developed to predict the number of daily commuters in order to facilitate the accelerated opening of the economy in a way that managed the associated health exposure, preserved lives and minimised the long-term impact to the economy and livelihoods. This was broken up by taxi, bus and rail and included formal and informal transport.

Medical Goods Gap Analysis

The team was required to provide a detailed view on key medicines in terms of stock on hand compared to demand, including a focus on critical focus areas.

The efforts included collecting data on medical goods that are needed, stock on hand and procured from the public and private sectors by incorporating data from a live supplier system to track and monitor stock of key medicines needed for COVID-19. This data was then compared to the local manufacturing capacity of these items to get a view of the demand and supply gaps.
