The Human Capital sector encompasses recruitment companies and businesses engaged in training, education, payroll services, benefits and compensation strategy.

Following a period of limited sector growth caused by businesses in the wider economy taking a cautious approach to investing in new hires, we are now experiencing a cautious recovery.

The tight credit conditions and lack of available finance for growth initiatives that characterised the sector during the recession are now easing. The market, however, continues to be driven towards consolidation.

The drivers for this consolidation are principally the result of margin pressure, technological advancement (resulting in innovative new routes to market), the need to specialise, a shift to managed service platforms and the impact of RPO (Recruitment Process Outsourcing). The sector is also being impacted by increasing regulation and legislation, including:

  • IR35 legislation
  • Agency Workers Regulation
  • Agency Conduct Regulations
  • VAT liabilities
  • Travel & Subsistence
  • Pensions auto enrolment legislation

UK Recruitment Index 2015

The results of the UK Recruitment Index 2015 are based on a record number of APSCo Deloitte Benchmarking Survey responses. The objective of this survey is to produce an index of key financial and operational performance metrics to enable recruitment companies to measure and benchmark themselves.

This year’s survey results show significantly stronger performance in the recruitment sector during 2015. There are slight variations in the size and scale of growth in organisations but growth in all segments is strong.

Based on this year’s data, businesses in this sector should be optimistic about future prospects but need to create the conditions in which they can deliver strong rates of growth. With such strong growth, recruiters face the challenge of maintaining this in future so that they can maximise their potential.
