Impact of Individual Income Tax Reform on Foreigners in China

The fifth session of the 13th National People's Congress Standing Committee passed revisions to the PRC Individual Income Tax ("IIT") Law on 31 August 2018. The Draft Implementation Rule of the Amendments to IIT Law was released for public consultation on 20 October 2018. Key changes of the law, including tax residence rule and annual filing requirements would affect foreign individuals working and living in China. It is expected that more follow-up measures will be introduced by the PRC authorities to support and further clarify various aspects of the IIT reform. Individuals and enterprises should closely monitor and prepare for the changes.
Deloitte has been actively promoting cross-border innovation and supporting the development of and communication among players in the cross-border entrepreneur community. To help foreign individuals and companies in China analyze and identify opportunities and risks derived from IIT reform to better adapt to relevant changes, Deloitte China Innovation Department will host a workshop on China IIT reform. Experts from Deloitte China Global Employer Services will provide an in-depth analysis of IIT reform and its potential impact on foreign individuals.
