Dora Liu

Ms. Dora Liu joined Deloitte Shanghai office in April 1993, and worked in Deloitte Tokyo office for three years and New York office for one and a half years. She is proficient in Chinese, English and Japanese. Built on 30 years of professional services, Dora has accumulated profound industry expertise and project experience.

As member of Deloitte China Governing Board, member of Deloitte Asia Pacific Board, Deloitte China Deputy CEO and Chief Quality & Transformation Officer, Dora provides professional services to financial institutions engaged in banking, securities, funds and insurance. Major clients she has served include: Agricultural Bank of China (led ABC's share transformation and IPO, and served as the signing CPA for its auditor's report), Bank of Communications (led BoCom's A-share IPO and served as the signing CPA for its auditor's report), China Telecom, and other large central enterprises. In 2008, a team led by Dora worked with the Department of Finance to jointly compile the Annual analysis of major international financial institutions 2008, which was highly recognized by the Ministry of Finance and the industry. In 2017, she led a team to contribute insights to the report titled Accounting Infrastructure: A booster to the Belt and Road Initiative, the industry’s first systematic research report on accounting-related issues affecting the Belt and Road Initiative. The report was published as serials in The Chinese Certified Public Accountant, a monthly national-level journal, in 12 consecutive issues, beginning with the January 2018 Issue. She also played an active role in compiling the survey report titled Digital Connectivity in Accounting: A boost to the Belt and Road Initiative in 2018. In 2021, Dora led a team to work with the Chinese Institute of Certified Public Accountants in researching into the digital transformation journey of accounting firms and completed the report titled The road to digital transformation for accounting firms.

Dora also actively takes on various external roles. She was a deputy to the 15th Shanghai Municipal People’s Congress, a member of the Financial and Economic Committee of the 15th Shanghai Municipal People's Congress, a special expert for the 8th Shanghai Municipal Government Decision-Making Consultation, etc., and was awarded active representative of the 15th Shanghai Municipal People's Congress. Dora is currently a deputy to the 16th Shanghai Municipal People’s Congress and vice chair of Non-Party Intellectuals Association of Huangpu district, leveraging various platforms to help professional services providers and China engage in global affairs.

Dora played a leading role in the establishment of Deloitte China’s first Greenhouse. As Deloitte China’s key platform to incubate innovative assets and achieve business results, Greenhouse leverages SPEED SET, a revolutionary acceleration model to build a mutually beneficial innovation ecosystem by connecting major clients, government institutions, universities, startups and incubators etc., thereby facilitating the generation of innovation ideas and solutions.

Dora is a fellow member of the Chinese Institute of Certified Public Accountants and a member of the American Institute of Certified Public Accountants. Dora was named “National Leading Accounting Talent” by the Ministry of Finance in 2019.
