Sebastian Schnitzler is lawyer and certified specialized lawyer in public procurement law. From his Hamburg location, he leads the Public Procurement Law practice of Deloitte Legal in Germany.
Sebastian and his team accompany complex and innovation-driven procurement projects from the concept development and planning phase to the implementation of the contract. In addition to accompanying individual procurement procedures, he also advises on the holistic re-development of procurement and sourcing structures – most recently, for example, on topics related to the IT consolidation of the federal government. In recent years, Sebastian has earned an excellent reputation in advising on public-public cooperation projects and has developed and implemented prestigious cooperation models at the federal and state level.
Sebastian also advises companies from the private sector on participation in public tenders. He always sees himself as a strategic advisor and benefits from his experience from projects with contracting authorities. His impulses go beyond pure procurement advice and often create the basis for a successful participation in a tender.
Sebastian also develops compliance structures, advises companies on the implementation of self-cleaning measures and has extensive experience in carrying out and accompanying complex special audits in connection with procurement violations. Sebastian also regularly represents his clients in review and appeal proceedings before the relevant Public Procurement Tribunals and Higher Regional Courts.
He also regularly conducts seminars and workshops and participates in the scientific discourse in procurement law through lectures and publications. Sebastian is a speaker of the Academy of the German Procurement Network, author of Beck's online commentary on procurement law and a member of the forum vergabe e.V., in the Working Group on Procurement Law (DAV) and in the German Procurement Network (DVNW).
