Making it work: Global efforts to transform public employment services

Labor market disruptors are converging. Economies are rapidly digitalizing, our workforces are aging, new skills are in demand, and the support needs of jobseekers and employers are more complex than ever.

Many public sector agencies are working hard to identify what needs to change within their employment services and recalibrate accordingly. How can they better serve jobseekers, workers, and employers while expanding employment opportunities for all?

Introduction

The European Social Services Conference is the largest annual forum for public social services in Europe. This year, the conference will take place in Antwerp Belgium, from 26-28 June 2024.

The forum convenes public authorities, private sector professionals and care providers to discuss the latest innovations in social care policy and practice. Under the theme, How we can co-create community-based social services, the European Social Services Conference invites delegates to explore and share ideas on co-creating the future of community-based social services.

The incidence of complex and multiple disadvantage is increasing in every jurisdiction. Multiple Disadvantage is the intersection of one or more of homelessness, substance misuse, domestic violence, contact with the criminal justice system and mental ill health. Multiple Disadvantage is a systemic issue, not an individual issue. Our programs and services are poorly equipped to help these individuals on the path to stability, integration into their communities, and to employment (if appropriate). This panel will look at models in the UK and Canada and conclude with a Deloitte and National Expert Citizen Group (NECG) view on co-production and whole of person approaches as critical features helps people with multiple disadvantage live their best lives.

Public Employment Service (PES) Agencies globally are rapidly digitalizing their supports to the unemployed, the underemployed and the precariously employed. Deployed in multiple jurisdictions and available in 14 languages, Thrive Career Wellness offers a full service, end-to-end solution to help jobseekers upskill and find sustained employment aligned to their skills and ambitions.

Thrive also helps jobseekers find higher demand, better-paid career pathways. Finally, Thrive offers a user-friendly experience for employment counsellors and employers.

This Innovation zone session will feature Jeffrey Doucet, CEO of Thrive and Alia Kamlani, Deloitte, Global Labour Market Activation Lead.

The social services workforce is a fundamental part of social protection systems across the EU and plays a key role in improving people’s lives. The demand for social services, support, and protection is rapidly increasing across Europe and beyond. This increase in demand places significant pressure on public social services and the workforce they employ, In this session, we will learn about 3 different approaches to address the social service workforce challenges with a particular focus on how professionals are co-creating these solutions as well as addressing workforce challenges and building strategies to support needs of individuals and families in vulnerable situations. This panel discussion will be moderated by Alia Kamlani, Deloitte Global Labour Market Activation Lead.
