Dora Liu

Deloitte China Deputy CEO | Deputy to the 15th Shanghai Municipal People’s Congress, Member of the Financial and Economic Committee of the Shanghai Municipal People's Congress

Ms. Dora Liu joined Deloitte Shanghai office in April 1993, and worked in Deloitte's Tokyo office for over three years and New York office for one and a half years. She is proficient in Chinese, English and Japanese, and has 30 years of extensive experience in professional services.

Dora provides professional services to clients engaged in banking, securities, investment management and telecommunications, etc. From 1993 to 1995, she worked closely with the Ministry of Finance on the development of Chinese accounting standards and with the People’s Bank of China on the implementation of corporate governance framework for state owned commercial banks in China. Dora was also a member of the IASB valuation expert panel from 2013 to 2015.

Major clients she has served include: Agricultural Bank of China (led ABC's share transformation and IPO, and served as signatory for its auditor's report), Bank of Communications (led BoCom's A-share IPO and served as signatory for its auditor's report), China Merchants Bank, and China Telecom, etc.

Moreover, Dora also actively takes on various social roles. She is a deputy to the 15th Shanghai Municipal People’s Congress, and a member of the Financial and Economic Committee of the Shanghai Municipal People's Congress. As a leading advocate of women leadership, Dora has been driving collective action on easing business environment, global climate and sustainability.

Dora was named “National Leading Accounting Talent” by the Ministry of Finance in 2019 for her outstanding achievements and contributions to accounting and society.

Dora is a fellow member of the Chinese Institute of Certified Public Accountants and a US CPA.
