CFO Summit 2020

On 3 March, Almaty hosted the 7th CFO Summit 2020 – a financial summit organised by the Kazakhstan Growth Forum for the largest financial market players in Kazakhstan. According to Deloitte CIS Partner, Ekaterina Trofimova, Kazakhstan will not be able to completely abandon a resource-focused economy.

“There is no successful global example of a country moving away from a raw materials economy. There have been a lot of attempts to do so, a lot of measures taken, for example, economic openings, reductions in trade barriers, investment, infrastructure projects, which are very important and needed, but none of these have managed to ultimately diversify the economy. At the same time, we shouldn’t be swimming with the current, we need take these measures, invest in institutions and in people, and not in specific projects, which will always accompany them. The development of business initiatives is a sustainable and long-term trend. The development of innovation does not mean covering all the bases and rejecting the production of resources. We’re talking about two models that can develop in tandem,” Ekaterina Trofimova said.

Kazakhstan recognised as the best among the 25 Eurasian countries in an international innovation competition

Kazakhstan won the recent “quality innovation of the year” competition for the 25 largest countries in Eurasia, where the countries’ best innovations that had passed the national criteria stage, were assessed by a strict international jury of independent experts from European countries, including Deloitte, chaired by Hannela Pokhelu, Director of the Confederation of Finnish Industry.

The Uzbekistan Anti-Trust Committee has created a special project office to accelerate reforms in the development of a competitive environment. The working group for improvements to anti-trust legislation recently held a meeting involving experts from international consulting and financial institutions.

Uzbek-Singapore roundtable in Tashkent

On 3 February, Tashkent hosted an Uzbek-Singapore roundtable for representatives of five leading Singapore companies. On the Uzbek side, the event organiser was the Ministry of Investment and Foreign Trade, with the participation of the Agency for Foreign Investment. Representatives from international companies such as Deloitte also took part in the event.

The guests displayed great interest in the presentations prepared by Deloitte experts, disclosing their understanding of the legal and tax system of the Uzbekistan market and the implementation of human resource policy.

QRA rating agency releases the results of its annual report 2019 competition

The aim of the competition is to help the effective disclosure of information by companies for interested parties. Any Kazakhstan organisation can take part.

All annual reports issued in Kazakhstan were analysed to determine the long-list in the “Best Annual Report” category, with the emphasis being on content – documents were chosen that best characterised the full and quality disclosure of information. The short-list of 10 reports, which was formed after a preliminary analysis, was voted on by an Expert Commissions made up of professionals in corporate governance and the preparation of reporting.

One of the jury members was Radmir Tursynbek, a director and leader of the Deloitte Caspian Region Transaction Advisory Group.

A total of 111 annual reports and sustainability reports from Kazakhstan companies, including 35 financial organisations and 69 non-financial organisations were assessed. 16 companies won prizes in various nominations.

The level of transparency is an important indicator of corporate governance in any company. Management’s ability to guarantee transparency and decision-making effectiveness, and its readiness for open dialogue will, to a great extent, determine relations with stakeholders and conditions for doing business.

Meeting of representatives of the Eurobak FMCG

13.12.2020

On 13 December the Deloitte Almaty office hosted a meeting of representatives of the Eurobak FMCG, at which experts discussed issues around protecting consumer rights, regulating trade activities and marking goods.

The Eurobak FMCG committee was created in response to the challenges faced by companies producing and selling consumer goods. The executive team consists of representatives from local producers, importers and legal consultants, which enables the FMCG to cover all sector aspects.

The committee’s priorities for 2018-2019 include increasing producer liability, rights to intellectual property, technical regulations on chemical products, parallel imports and others.

V International Conference dedicated to International Anti-Corruption Day

On 10 December, Nur-Sultan hosted the 5th International Conference dedicated to International Anti-Corruption Day. The conference covered current issues around combatting corruption and possible solutions.

Deloitte experts, such as Risk Management Senior Manager Natalia Kipnis spoke on security systems and system to promote awareness of reporting corruption, and Deloitte Forensic (CIS) Director Pavel Rykalin talked about legislative anti-corruption reviews.

The conference participants were welcomed by State Secretary Krymbek Kusherbayev. Over 20 speakers from 10 countries took part in the event.

Deloitte Academy in Kazakhstan. Financial Management training

On 7 and 8 December, the Deloitte Academy organised “Financial Management” training in Aktau. The training took place within the framework of a “Eurasian Central Asia Fund” social business development programme.

Consulting Department Manager Alena Zhizhikina shared specific tools and business cases with the attendees, talking about pricing, planning and budgeting, analysing and managing working capital, income and expenses and others.

Almaty Investment Forum

On 27 November, Almaty hosted the “Almaty Investment Forum 2019”. Corporate Finance Department Partner Dina Tasbulatova, Corporate Finance Department Manager Elmira Valeyeva and consultants Akerke Zhagparova, Askhat Khametov, Daniyar Mukhtybayev and Sultan Seisengaliyev represented Deloitte in preparing for the forum.

The forum’s central theme was how to improve Almaty’s investment attractiveness. Speakers included Almaty Akim B Sagintayev, former Turkish Vice-Minister Mekhmet Shimshek, Vice-President of the Qatar Chamber of Commerce Mohamed bin Ahmed bin Twar Al Kuwari and many others. Discussions touched on the investment attractiveness of Almaty, real estate market trends, infrastructure development and the Smart City concept. More than 30 agreements and memorandums of cooperation were signed at the forum by the state authorities and business community worth USD 2.3 billion.

Deloitte developed a presentation on Almaty’s investment opportunities, priority industries and major investment projects around infrastructure, tourism, development and private-public partnerships.

Kazakhstan investment project presentations in China

On 27 November 2019. Deloitte, together with Kazakh Invest and the Kazakhstan Embassy in China, organised an annual seminar in Beijing to discuss the development of the investment climate in Kazakhstan, and which focused on strengthening ties between the two countries in a number of sectors.

According to Deloitte, China paid USD 24 billion more than the US to expand network base stations

At the end of October, China announced the commercial opening of the 5G network – the country’s key technological priority. Deloitte calculated that China paid USD 24 billion more than the US to promote 5G base stations. In China, there are already 350 thousand of them opposed to only 30 thousand in the USA.

First Kazakhstan-Italian business forum

13/11/2019

On 13 November, Nur-Sultan hosted the first Kazakhstan-Italian Business Forum for representatives of state authorities and national companies and the Italian business community. Deloitte was represented by Tax and Legal Department Senior Manager Dariga Tokpayeva and Risk Management Senior Manager Natalia Kipnis.

The participants discussed energy, renewable energy, refining and agricultural development projects.

In his speech Ambassador Yerlan Khairov noted that Kazakhstan and Italy have great potential to build investment collaboration, calling the business communities from the two countries to actively develop business contacts and implement investment projects.

“Our two countries have significant potential to expand our bilateral economic partnership, specifically in three priority sectors such as alternative energy, agriculture and digitalisation. In Kazakhstan, we have KAZAKH INVEST, which operates according to the “one-stop-shop” principle for current and potential foreign investors, ensuring investment project support from inception to implementation. On the whole, I am ready to provide all-round support to both overseas and local investors”, a speaker confirmed.

Deloitte business case competition

On 12 November the International Westminster University in Tashkent held its first business case competition in conjunction with Deloitte for final year students. Talent Head Assel Serikova facilitated the end with the active support of the Deloitte Uzbekistan team. The students were divided into five teams to resolve a business case within a specific time frame. Each team was coached by a Deloitte expert. The event helped students learn about real business issues and submerge themselves into a very realistic professional environment. The case study also helped students demonstrate their leadership skills, critical thinking and other skills. Judges selected the six students that made the best impression on them with their solutions and approach to the case studies. The winners were offered internships with Deloitte Uzbekistan with the potential to be hired permanently. The best team received the opportunity to meet with the Deloitte Uzbekistan Managing Partner over breakfast to ask any questions interesting them.

XIV Kazakhstan Forum of Corporate Lawyers

07-08/11/2019

On 7-8 November, Almaty held a traditional meeting of professionals at the 14th Forum of Corporate Lawyers. Deloitte Tax and Legal Department Senior Manager Dariga Tokpayeva took part in the “Compliance Control. Practice” and “Employment Law: Current Issues and Application”, where she spoke on two hot topics: “Compliance programme implementation risks” and “Non-competition clauses in employment agreements and related court practices”.

Dariga commented that individuals involved in compliance procedures can be made liable by law in Kazakhstan, which is why measures need to be taken to reduce these risks. As for the second topic, analysis of court practices confirms inconsistent practices in the application of non-competition provisions, much of which depends on how the agreements themselves are drafted.

Deloitte representatives received a number of interesting questions that were opened to lively discussion among participants.

Discussion of issues related to the application of investment law in practice

The Uzbekistan Foreign Investment Agency held a meeting with its Deputy Director Oibek Elmuratov and representatives from the Deloitte Tax and Legal Department – manager Bakhtiyor Sufiyev, Senior Umida Zakirova, Senior Legal Consultant Zarina Ashurova and Senior Manager Ainur Abdalova.

The aim of the meeting was to discuss issues related to the application of investment law in practice, the effectiveness of concessions and preferences implements for foreign investors, and the opportunities and advantages for potential projects within the framework of free economic zones.

V Kazakhstan-Netherlands Business Forum

The Hague has hosted the V Kazakhstan-Netherlands Business Forum, which was attended by the Prime Ministers of Kazakhstan and the Netherlands and roughly 200 business representatives, including Deloitte – Tax and Legal Department Managing Partner Anthony Mahon (Kazakhstan) and Risk Management Partner Sieb Posthum (Netherlands), who reports on the potential for the development of trade, economic and investment interaction between the two countries. Forum participants not only presented their opportunities, but also held working meetings and talks with potential partners.

On 23 October, Nur-Sultan held a forum on the topic of “Cybersecurity and cybercriminality: a 21st century challenge”, organised by the American Chamber of Commerce. The forum was attended by Deloitte experts, such as Risk Management Director Vladimir Remyga, Tax and Legal Department Senior Manager Dariga Tokpayeva and Risk Management Senior Manager Natalya Kipnis. Vladimir gave a talk on “Cyber-crisis management: readiness, reaction and recovery”.

Meeting of the American Chamber of Commerce Customs and Trade Group

15/10/2019

On 15 October, Nur-Sultan hosted the latest meeting of the American Chamber of Commerce Customs and Trade Group, which included representatives from large and medium-sized business operating in a number of sectors, such as the oil industry, and also members of overseas embassies.

Deloitte Tax and Legal Department Manager Sholpan Dossymkhanova gave a talk on draft taxation changes and the investment climate pertaining to customs regulation. The presentation included a detailed discussion of amendments regarding the review of documentation after the release of goods, in-house and on-site customs audits, and issues related to documentary requirements and the release of goods after electronic customs clearance.

Kazakh Invest CEO Baurzhan Sartbayev held a meeting with representatives from AvtoGazTrade, which together with the National Highway Operator KazAvtoZhol, plans to implement an investment project to build and operate fuelling stations. The project also includes roadside service facilities, such as minimarkets and cafes. Kazkah Invest representatives gave detailed presentations on investment concessions and explained the procedure for concluding an investment contract with the government.

Kazakh Invest also proposed a niche investment project to KazAvtoZhol for a national road toll system in conjunction with Deloitte. This year, it plans to “package” a project for potential investors to introduce roadside services in Kazakhstan.

Following the meeting, a joint action plan will be developed to support implementation of the KazAvtoZhol project and increase the investment attractiveness of the transport and logistics industry in Kazakhstan.

On 11 October, the Eurobak Marketing and PR Committee met in the Deloitte office to talk about public speaking.

Mukhit Yeleuov, Kinstellar Partner and Head of Dispute Resolution shared his experience of speaking in court, how to make your point to an audience. The theme of the talk was “Your Speech in Court (and not only): Practical Skills".

Alexandr Lee, Executive Coach, Co-Organiser of TEDxAlmaty spoke on the subject of “Storytelling: Theory and Practice".

NU Career Week

09/10/2019

On 9 October, a team from the Tax and Legal Department took part in the III NU Career Week at Nazarbayev University for MBA and MSC Finance graduates.

Yeldos Syzdykov, Aidana Abdaliyeva, Zhuldyz Taitaliyeva and Karina Kalimzhanova gave a talk on Deloitte in Kazakhstan and the specifics of providing tax advice, and also held around 10 mock interviews with job candidates.

The meeting took the form of open dialogue, and the graduates showed great interest, noting the importance of similar meetings with engagement team members.

On 5 October, Almaty hosted the annual mini-football competition for Deloitte employees. The perfect weather helped the players put on a good show and provide some exciting matches.

On 4 October Kazakh Invest, the Ministry of Industry and Infrastructure Development, Kazgeology, Tau-Ken Samruk and Deloitte held a webinar to discuss the “Investment Attractiveness of Subsoil Use in Kazakhstan”.

Speakers included Askat Pshenbayev, Deputy Subsoil Use Department Director of the Ministry of Industry and Infrastructure Development, Kazbek Irgebayev; Deputy Manager of the National Centre for Geological Information Kazgeoinform; Bauyrzhan Mudarisov, Managing Director of Kazgeology; Nariman Absametov, Investment Department Director with Tau-Ken Samruk, Aliya Zhetenova, Deloitte Valuation Department Manager and Bauyrzhan Aitkulov, Kazakh Investment Managing Director.

On 3 October, Almaty hosted a free seminar for private individuals, at which experts talked about global “deoffshoring” trends and the automatic exchange of financial information among countries, which Kazakhstan is due to join in 2020; talked about personal tax liabilities for Kazakhstan nationals, the current trends and difficulties private clients face holding assets overseas; shared Russia’s experience of “deoffshoring” and accession to the automatic exchange of information with other countries from 2018.

Speakers included Svetlana Meyer, Deloitte CIS Tax and Legal Department Managing Partner, Svetlana Borisova, Head of Deloitte Private in the CIS, and Khadisha Seidalina, Caspian Region Tax and Legal Department Senior Manager.

Meeting of the American Chamber of Commerce in Kazakhstan tax working group

On 2 October, Almaty hosted the latest meeting of the American Chamber of Commerce in Kazakhstan tax working group, chaired by Tax and Legal Department Managing Partner Anthony Mahon. The meeting was attended by over 20 representatives from large and medium-sized businesses, including subsoil users and consumer sector businesses.

Tax and Legal Department Managers Gulsara Ryskeldinova and Karina Kalimzhanova gave presentations on a number of disputed issues and recent practice related to the application of overseas residency certificates. The presentations touched on significant problems and issues related to the completion of residency certificates, and possible solutions to resolving open issues at a legislative level.

The working group agenda also included the discussion of issues related to the taxation of individuals. The working group took the form of a dialogue and an exchange of professional opinions.

On 20 September, the Deloitte Bishkek office held “Independent CBA Assessment” training for bank internal auditors, state and corporate representatives.

Risk Management Department Senior Manager Anel Tulegenova discussed a number of issues such as international professional internal audit standards; the reasons for independent CBA assessments, the independent CBA assessment process and others.

On 20 September, the Deloitte Academy organised training in Almaty entitled “Planning and Managing Working Capital” for Samruk-Green Energy and the Commercial Department of the Austrian Embassy in Kazakhstan to discuss a range of contemporary theoretical and practical issues and skills pertaining to the subject matter.

Yelena Zhizhkina, Deloitte Consulting Department Manager talked about how to plan working capital in the budget process; control corporate working capital levels; manage accounts receivable; perform factor analyses of working capital changes and others.

National conference of internal auditors

On 13 August, Nur-Sultan hosted the National Conference of Internal Auditors organised by the Kazakhstan Ministry of Finance, the AIFS and Kazakhstan Institute of Internal Auditors. Deloitte Risk Advisory Department Manager Anel Tulegenova spoke at the panel discussion of “internal audit issues and solutions in the modern world".

Anel raised the question of building internal audit brand within companies, talked about the importance of developing trusted relations with interest parties. In her opinion, internal audit should be recognised not as a “revision” function, but rather as a required consulting service.

IFRS 9 Seminar

On 18 September, Deloitte representatives Kanyshai Sadyrbekova, Kyrgyzstan Managing Director and Temir Tenizbayev, Audit Senior, took part in a seminar on IFRS 9 organised by the World Bank and the Kyrgyzstan National Bank. Seminar participants discussed processes, key issues, problems and other issues pertaining to the new IFRS standard. Deloitte experts shared their experience, specifically providing banks with advice on the application of and transition to IFRS 9.

Friends, at the start of the year we told you the fantastic news that our colleague, Financial Advisory Services Senior, Azamat Muratkali, had decided to challenge himself and complete a number of sporting events in honour of Deloitte’s 25th Anniversary in Kazakhstan.

To commemorate that date, Azamat decided to take part in 25 events during the year, such as swims, runs, triathlons and marathons, in a number of cities, in varying climate conditions and over different distances.

The latest news about our hero is that he has already completed half of his competitions and events. And on top of that, Azamat is not only taking part to tick a box, but is winning prizes. He came 3rd in the III Kazakhstan Swimming Open for Amateurs, is in the top 30 for his age group in the Temir Adam competition and is the only competitor to have won 8 out of 15 medals in the competition held under the aegis of the Kazakhstan Triathlon Federation.

About his achievements Azamat says, “my most extreme race was in the triathlon on the beautiful Borovoye lake, which I swam across twice last year. The forests, the majestic mountains, white clouds and endless blue open spaces… It was one of my best races this year. Just perfect. I’m also very impressed by the ITU Triathlon World Cup/Temir Adam Cup Stage IV, which took place in Astana! Excellent organisation and amazing futuristic views from the embankment. A real world class event. I enjoyed the triathlon stages in my home town of Aktobe, in Almaty, which is close to my heart, and in the friendly and hospitable cities of Shymkent, Taraz, Kentau and Kapshagai. There was a great atmosphere provided by some bright, outstanding and friendly people at all of the races!

In all the races I took part in I have always raced at my own speed; I check my pulse and listen to my favourite music, trying not to stress out and enjoy my surroundings. It’s something I’ve learnt in reading about how to spend quality time and support Mental Health, which are very popular in the US and Europe”.

Mauro Buongiovanni pleased his audience by talking about a very relevant topic – creating business value through the application of AI and cognitive technology.

The fact that the most popular business communities regularly discuss artificial intellect, computer-aided instruction and cognitive technology proves that the spread of the technology and its use in business is not far away.

In fact it is already being used by innovation companies and representatives of major business. And they are ready to share their implementation and application experience, which should speed up progress.

What is the future of artificial intelligence, computer-aided instruction and other technology? Can they replace human intelligence?

And one of the main questions that comes to mind when we think about artificial intellect is what major changes will it cause for humanity?

32nd Plenary Session of the Foreign Investors’ Council chaired by the President of the Republic of Kazakhstan

Nur-Sultan recently hosted the 32nd Plenary Session of the Foreign Investors’ Council chaired by the President of the Republic of Kazakhstan, in which Deloitte representatives took part – Caspian Region Managing Partner, Mark Smith and Deloitte CIS Consulting Managing Partner, Christopher Armitage.

The participants discussed investment policy, energy issues, the ecology, the oil and gas sector, employment law and others. The main topic for discussion was the development of human capital.

In his speech, Christopher Armitage noted that, “according to Deloitte research, approximately 50% of Kazakhstan employers expect that in the next three years, roughly 9% of jobs will disappear due to automation, while others will have to undergo retraining. To guarantee success and maintain employer positions in the automation age, “employees of the future” should be ready to develop new skills in digital technology and personal performance”.

1st International Practical Risk Forum

On 28 June, the Kazakhstan capital hosted the 1st International Practical Risk Forum for companies in the real sector, ARiF19, with Deloitte as its information partner. Senior Manager Tatiana Budishevskaya (Deloitte CIS) facilitated one of the forum roundtables.

The event was also attended by representatives from major Russian and Kazakhstan companies such as the Kazakhmys Corporation, Gazprom, ERG, KazAtomProm, KazMunaiGas and others.

The Forum programme was prepared to allow participants to learn about risk management trends, starting from the implementation of risk culture, risk management in investment projects and security before risk-focused KPIs are implemented.

The Forum will be useful for both company executives, risk managers and investment, security and budgeting specialists.

Forum for the resolution of legal disputes

On 30 and 31 May, Almaty hosted the Kazakhstan forum for the resolution of legal issues at which Deloitte experts Maxim Bazhenov and Akylas Alibi spoke on tax disputes and bankruptcy. The forum is a professional platform on which participants can share their practical experience.

The main themes of the event were:

  • the specifics behind the procedure for disputing rulings in simplified court proceedings;
  • sector disputes. Cases;

VAT Reference Account webinar

On 29 April, Deloitte held a “VAT Reference Account” webinar discussing current issues around the refund of excess VAT from the budget when VAT payers use a control account in conjunction with Blockchain technology.

Experts also discussed the detailed mechanism behind the “Electronic Invoice” information system and the “Virtual Warehouse” function regarding the accounting treatment of goods when taxpayers use VAT reference accounts, and the record of VAT reference account transactions in an accounting system.

At the webinar, Deloitte was represented by Tax and Legal Department Manager, Vyacheslav Yarov, Consultant Ruslan Zharkinbayev, and outside experts, such as Saltanat Matkulova, Deputy Head of the State Revenue Committee Complex Control Department; Irina Mikhyeva, Open System Development LLP Chief Analyst and “Virtual Warehouse” Chief Analyst; and Viktoriya Gusyeva, 1C-Rating expert.

Webinar on "Electronic Customs Declaration in Kazakhstan: Latest Trends and New Aspects"

On 29 April, Sholpan Dossymkhanova, Deloitte Tax and Legal Department Manager for Customs Issues, conducted a webinar on "Electronic Customs Declaration in Kazakhstan: Latest Trends and New Aspects". Umitgul Gubasheva, representing the Astana-1 software developer, was invited as a subject expert.

The speakers discussed issues related to the implementation of electronic customs declaration processes, starting from how to draft preliminary information on goods, storage documents; how to file and register electronic goods’ declarations, and ending with the automatic release of goods through the various customs corridors.

The new approaches of the customs authorities were discussed, such as:
- the introduction of an electronic form for calculating customs duties and taxes;
- how to search for valuable information on customs value in the case of additional customs value audits;
- the integration of customs value declarations with goods’ declarations;
- the online confirmation of the export of goods;
- the monitoring of objects of intellectual property and other issues.

On 10 April, Deloitte legal consultants Maxim Bazhenov and Alibi Akylas took part in the “Dispute Resolution in the WTO” roundtable organised by the Al-Farabi Kazakh National University International Law Department at the VI International Scientific Conference of Students and Young Scientists.

Conference on English law

On 10 April, Deloitte Tax and Legal Department members, Senior Manager, Dariga Tokpayeva and Consultant, Leila Kairbayeva participated in an English Law Summit, organised by the Law Association of England and Wales in Nur-Sultan.

The conference was organised by the Association of Lawyers of England and Wales to discuss the latest changes in English law, update information on the UK’s exit from the EU, international arbitration, foreign investment in Kazakhstan and others.

The UK Ambassador Michael Giffold, Vice-President of the Association of Lawyers of England and Wales Simon Davis, and other international and Kazakhstan experts made speeches. 
The event was attended by representatives from the state authorities and management from large companies such as Pinsent Masons, Fieldfisher, Zan Hub, Integrities and others.

On 12 April, Legal Consultants, Alibi Akylas and Aziza Khalikova took part in a similar conference in Almaty.

Meeting of the EUROBAK Executive Committee for Marketing and PR

05/04/2019

5 April saw the first working meeting of the EUROBAK Executive Committee for Marketing and HR, which was attended for the first time by Deloitte Marketing and Communications Leader, Samar Dzhamayev. Representatives from Cumbre Construction, Dentons Kazakhstan, Red Bull Kazakhstan and Takeda also participated.

The Committee members discussed an Action Plan for the year, including a series of training sessions and masterclasses within the framework of a free education project entitled “University of Practical Marketing and PR Knowledge”, which today has already attracted roughly 50 senior Kazakhstan university students. During the courses, the students study real international and local cases and best practices.

The Committee is also planning a number of professional seminars on current topics for marketing, PR, advertising and digital experts from major businesses. Deloitte will host a significant number of these events.

On 5 April, Deloitte held a webinar discussing “Practical aspects of bankruptcy and rehabilitation in Kazakhstan”. Experts discussed the following important issues:

1. Bankruptcy – is it a way of avoiding liability or compulsory measure? 
2. Is it worth creditors demanding the bankruptcy of their debtors?
3. Rehabilitation can really help restore credit worthiness or is it just a legal tactic? 
4. Is it worth creditors demanding their debtors undergo rehabilitation? 
5. Is it possible to get your money back if a debtor has no assets? 
6. How can you defend debtor management and its partners from liability after a company has gone bankrupt? 
7. Planned legislative changes. Will the ultimate owner be liable for its debts?

Financial Advisory Services Senior, Azamat Muratkali plans to dedicate a number of sporting events to Deloitte’s 25th anniversary in Kazakhstan. 25 year and 25 sporting events during the year! it is with great pleasure that we can announce that Azamat began his amazing feat on 24 February with the Kazakhstan Winter Triathlon Championship.

"My first start of the year in the winter triathlon went brilliantly! The event was organisation perfectly, the referees did a great job and everyone was in a great mood. I was also lucky with the mirror number they gave me – 080.

I always run at my own speed, don’t get carried away, enjoy the race, look at the sky, check my pulse and running technique so that I put as little pressure on my back as possible. As it wasn’t my first triathlon, the 4 km run and 6 km bike ride did not cause too many problems. For the 5 km skiing stage, I decided to go “free style” even though I’d only started to ski like that one month earlier, and had always skied using the classic style before.

The competition was part of the Temir Adam Cup in which everyone who finished received a unique medal. I think I should be able to compete in all 25 competition and get a “Deloitte” collection of medals!"

Financial Advisory Senior Azamat Muratkali shared his practical knowledge of how financial consulting services are provided in Deloitte.

The masterclass participants were also able to talk to members of the business community in an informal atmosphere, and discuss interesting and useful topics such as how to invest, how to grow from 1 office to 15 branches, how to study in America, how to use artificial intelligence in marketing, how to scale a business and many others.

Digital Forum 2.0 in Almaty

On 1 February, Almaty hosted the Digital Forum 2.0, which discussed development opportunities and strategies for innovative ecosystems in EAEU countries. Forum participants stressed the need to create technology parks and innovative development platforms, while forum speakers shared their experience of creating them, and the difficulties they faced and solutions they found; discussed opportunities for creating shared resources to aid development. For example, independent consultants confirmed the positive changes in the Kazakhstan innovative ecosystem, and the need to create innovative infrastructure in at the Astana Hub to support start-ups and development potential.

Marina Kostanian, Deloitte Construct Practice Leader in Kazakhstan, using digitalisation programme objectives, supported the participation of Deloitte experts in the forum to exchange construction project ideas. Deloitte experts Stanislav Khalilov and Maria Krivoshta discussed their experience with forum participants of implementing construction projects and innovative methods of managing them, such as Building Information Modeling; 4D visual and virtual simulators; EVMS management and evaluation systems.

Deloitte also shared its practical developments, such as new approaches to mining industry activities. The Deloitte-recommended model incorporates data and digital technology to improve the execution of major projects. Mining companies have made significant progress in using innovative technology such as driver-free vehicles, drones, 3D modelling and printouts to streamline working assets. Mining and enrichment companies are currently capable of generating an immense amount of information, which has led to a change in data collection and processing approaches during the project life cycle. However, system difficulties arise when implementing innovative solutions, which require people with new skills and knowledge.

There is also a need for data transparency and improvements in interaction over the entire supply chain. To ensure they are “digitalised”, companies need to introduce balanced system integrating technology, data and analytics; standardise data and approaches to its unification and consolidation, which would ensure accurate reporting and improvements in monitoring project status forecasts. The Deloitte-recommended model helps create and implement this balanced system.

On 24 January, Bishkek hosted the “Business Eurasia. The Path to Business Development” economic forum for EAEU Business Council and Eurasian Economic Commission representatives; and business community representatives from Armenia, Belarus, Kazakhstan, Russia, Uzbekistan, Tajikistan, Turkmenistan, Iran, China, Turkey and South Korea. The Forum agenda focused on joining forces to create a favourable investment climate and promote the Kyrgyz Republic’s economic cooperation with other countries. The Forum also involved panel discussions on:

Astana seminar

On 20 December, Deloitte held a seminar in Astana for over 40 representatives of leading Kazakhstan and international national companies represented in Kazakhstan. A number of Tax and Legal Department members spoke, including Customs Manager, Sholpan Dossymkhanova, who answered questions on customs law, including on the implementation of electronic customs declaration and the ASTANA-1 integrated customs and tax administration system.

Senior Manager, Dariga Tokpayeva informed the participants about the planned changes to criminal and administrative law for tax evasion and their impact on accountability. Recent court cases involving tax audit disputes were discussed.

Senior Tax Consultant, Ruslan Zharkinbayev gave detailed explanations on the main Tax Code amendments in 2019.

The seminar was organised by Tax and Legal Department members Yelena Yeremchuk, Anel Tursunkulova, Assel Khametova and Aiym Babikova.

Webinar: “Planned changes to criminal and administrative law for tax evasion and their impact on accountability"

On 20 December, Deloitte hosted a webinar for managers and leaders of Kazakhstan companies on planned amendments to administrative legislation for tax evasion and their impact on accountability.

The webinar was led by Tax and Legal Department Senior Manager, Dariga Tokpayeva, who was aided by a representative from the State Revenue Committee’s Economic Investigation Service, Raushan Beisekeyeva.

The speakers discussed the expected change to article 245 of the Criminal Code, stipulating liability for tax evasion, and practical issues when transferring materials to and registering them with the Economic Investigation Service and appealing against the actions of tax officials and officials from the Economic Investigation Service.

Tax Code Amendments – 2019 webinar

On 13 December, Deloitte in Atyrau held a seminar for clients and partners on Tax Code amendments – 2019. Legislative trends. Tax disputes”. The participants had the opportunity to learn about the most significant legislative amendments due to enter into force in 2019, and discuss the latest trends in the resolution of tax disputes and the practical application of tax provisions.

In addition to tax law changes, the webinar discussed currency regulation, criminal liability for tax violations and current court practices. On 12 December 2018, FSI Group Leader and Audit Partner, Roman Sattarov, and Risk Management Department Senior Manager, Saule Medetova took part in a conference focusing on the latest changes to accounting, audit and their regulation, organised by the Ministry of Finance in conjunction with the British Chamber of Commerce in Kazakhstan. Saule talked about the main results of the 35th session of the inter-governmental working group for international accounting and reporting standards regarding improvement in the comparability of reporting in relation to the stability and accounting treatment of cryptocurrencies”.

Webinar on “planned amendments to anti-monopoly and antitrust legislation and their impact on the practice of bringing companies to accountability”

On 13 December, Deloitte held a webinar for Kazakhstan corporate leaders and managers on planned changes to anti-monopoly and antitrust legislation and their impact on the practice of bringing companies to accountability.

The webinar was led by Tax and Legal Department Senior Manager, Dariga Tokpayeva, who was aided by the Head of the Investigation Department of the Committee for the Regulation of Natural Monopolies, the Protection of Competition and Consumer Rights, Arsen Iskakov.

The speakers shared information on the new provisions in the draft natural monopolies law, including on the tariff policy council, public monitoring in line with the Watch Dog model, tariff regulation methods, contentious issues around rulings related to investigations into competition violations.

The XII international HR conference started in Astana, which this year is held under the slogan "HR Focus: culture, digital world and risks". Deloitte is the silver sponsor of this event.

On April 12, Deloitte joint meeting of the working group of the Council of foreign investors of Kazakhstan and representatives of the National Bank of Kazakhstan on the implementation of investment policy was held in the Deloitte office in Almaty. A new bill on currency regulation was discussed at the meeting.

The Deloitte Consulting Department held a seminar for one of the largest companies in the electronics industry.

The purpose of this seminar was an open discussion of practical issues of application of innovative solutions to improve the business as a whole. “Latest changes in accounting, audit and their regulation” conference

On 12 December 2018, FSI Group Leader and Audit Partner, Roman Sattarov, and Risk Management Department Senior Manager, Saule Medetova took part in a conference focusing on the latest changes to accounting, audit and their regulation, organised by the Ministry of Finance in conjunction with the British Chamber of Commerce in Kazakhstan. Saule talked about the main results of the 35th session of the inter-governmental working group for international accounting and reporting standards regarding improvement in the comparability of reporting in relation to the stability and accounting treatment of cryptocurrencies”.

Meeting with the Astana International Financial Centre and International Arbitration Centre

On 29 November, the Deloitte Almaty office hosted a Eurobak meeting with the AIFC and International Arbitration Centre to discuss business development opportunities for European companies operating in Kazakhstan.

The AIFC Court and International Arbitration Centre Registrar, Christopher Campbell-Holt and AIFC judge Andrew Spink talked to participants about how the AIFC intends to create and develop a fully independent common law legal system to resolve civil and commercial disputes effectively, ensuring reliability, equality and accessibility, applying the rule of law and flexibility, which meets global business market demands.

On 22 October 2018, as part of the “One Belt – One Road” initiative, Deloitte and Kazakh Invest organised a seminar in Beijing dedicated to the development of an investment climate in Kazakhstan and strengthen cooperation between Kazakhstan and China in the major sectors of the economy.

“We believe that this event, organised by jointly by Kazakh Invest and Deloitte, will improve Kazakhstan-China relations and aid the development of investment in both countries. This is the fifth year that Deloitte has organised the event, and in that time it has become the main platform for professional dialogue among investors and corporate representatives,” said Deloitte Partner and General Director, Dina Tasbulatova.

At the seminar, Deloitte and Kazakh Invest experts presented 17 investment projects worth US$ 8 billion in the mining and metallurgy, chemical, petrochemical, transportation, logistics and energy industries to a number of major companies. The event was attended by Kazakhstan company senior management and involved a speech by Kazakhstan Ambassador to China, Shakhrat Nuryshev.

The country’s location in Central Asia and proximity to China and Russia represent a high opportunity for Chinese companies. In the last two years, participants have been looking at projects with the potential for implementation as part of the “One Belt – One Road” programme, which is an international Chinese initiative focusing on improving existing and creating new transport, energy and trade corridors among Central and South Asia countries, and Europe. The idea behind the concept was promoted by the Chinese Chairman Xi Jinping and first announced in a speech in Astana during a state visit in September 2013.

Kazakh Invest and Deloitte are currently studying new investment opportunities in countries such as the UK, Germany, Singapore and Japan.

Kazakhstan Legal Forum 2018

Almaty hosted the Kazakhstan Legal Forum 2018, organised by Lincoln Conferences with the support of the Atameken National Chamber of Entrepreneurs and the Kazakhstan Bar Association.

Sholpan Dossymkhanova, Tax and Legal Department Manager, spoke about tax and customs law, sharing her expert opinion on electronic customs declarations, which are currently a hot topic for companies and customs representatives (brokers), and on the intricacies of working with the new Astana-1 system.

The forum also discussed subjects such as subsoil use and the ecology, business law, corporate law, mergers and acquisitions, dispute resolution and arbitration in Kazakhstan and overseas, AIFC operations and others. The event was attended by over 100 legal department directors from Kazakhstan companies, partners from leading legal firms, international experts and representatives from state structures.

“New IFRS 17: Segmentation and Approach to Bonus Distribution” business breakfast

On 16 October, Deloitte Almaty hosted a business breakfast for insurance companies to discuss “New IFRS 17: Segmentation and Approach to Bonus Distribution”.

Deloitte was represented by Risk Management Department Manager Aislu Zhapakova and Audit Partner, Roman Sattarov.

The breakfast participants learnt about the basic principles of insurance agreement grouping in accordance with IFRS 17, the simplified application of PAA approaches, models for recognising revenue under the РАА approach and illustrated examples of the use of the PAA approach.

Annual employee mini-football competition

On 6 October 2018, Deloitte held its annual staff departmental mini-football competition. This year an alumni team was also invited. The sunny weather helped create a great competition for both the players and supporters.

The games were contested fiercely from the very start, leading to a great number of goals. There was no clear leader until the very end of the competition, with three teams making a claim for first place. However, sport is sport, and the winner was identified by the number of points from the final match.

The prizes were awarded as follows:

Ascent on Elbrus dedicated to the 25th anniversary of Deloitte in Kazakhstan

The expedition, dedicated to the upcoming 25th anniversary of Deloitte in Kazakhstan, was a success and our colleagues, Andrey Zakharchuk and Vyacheslav Yarov, reached the top of Mount Elbrus, planting a Deloitte flag as thy reached the peak!

Walk and ye shall reach! Even if you walk very slowly. Our heroes were tested a number of ways on their journey. They faced a squally wind, hale and poor visibility on their acclimatisation ascents. Two days before the ascent, Emergency Committee members turned back a number of groups planning to make ascents due to bad weather. One group risked climbing during lightning to the displeasure of experienced guides who remembered how one climber was killed by lightning after a successful fifth attempt at climbing Elbrus.

Our guys continued to take their training for Day X very seriously. They trained for everything, even falling down crevices! They practised responses with ice picks and grappling hooks to losing a team member. In the event of a fall, the team shouted “break!”, after which all climbers laid down and thrust their ice picks into the snow. It was important that everyone knew that mountains do not take kindly to carelessness and a lack of preparation!

The group was made up of eight people, including two guides. People from different towns and countries came together with one goal – to reach the top of Mount Elbrus. “Why are you here?”, Ildar, the expedition leader, asked. Some wanted to test themselves, some were suggested to do it and other wanted to “conquer” the mountain. Ildar corrected them, “You can’t conquer a mountain; it doesn’t care. It may allow you to reach the top. You can only conquer yourselves!”

One day before the start there was a snow storm! And then Day X! Step by step behind the guide, avoiding snowdrifts, the team reached the “cross-eyed ledges” – paths traversing the “body tank (трупосборника)”, which got its name from the large number of crevices, which act as traps for too many over-confident or inexperienced climbers. Andrey and Vyacheslav continued the climb. They still had the most difficult section to deal with – the “railing” – ropes stretched along the cliff face to which the climbers attach a safety line to avoid falling. It got very hot because of the sun and amount of effort involved and because of the layers of clothing. After crossing five railings, there was only a short way to go to the top!

Upon reaching the summit Vyacheslav said, “The summit!!! Nearly there… 20 minutes to go. Only 20 minutes… I can stand another 20 more minutes of walking. I felt my strength coming back with every step. And then we reached the summit! Clouds on all sides covering the mountains. I rest for a while. We take a look around, take some photos with the flag, make a video and enjoy the moment. Now we know what we’re capable of!”

Knowledge week

Deloitte hosted Knowledge Week training between 10-13 July for Caspian Region Tax and Legal Department members on subjects such as international and corporate taxation, transfer pricing, and GES, BPS and Legal specifics. Alongside theory, participants studied cases from real business projects. The programme was put together by management for interns and consultants, and focused on topical issues. The training week ended with a special course discussing how to best build an effective team.

Astana Finance Days

As part of events to officially open the AIFC, on 4 July, Tax and Legal Department Senior Consultant, Nurzhan Dairbekov took part in the Astana Finance Days and AIFC Conference on legal issues. Speakers at the event were Chairman of the Kazakhstan Constitutional Council, Kairat Mami, Secretary of State Gulshara Abdykalikova and others. The conference discussed the special features and advantages of the International Arbitration Centre in Astana, including the opportunities for filing claims and documentation online, and attracting professional arbitrators with extensive experience in finance, investment, subsoil use and other key areas.

According to AIFC representatives, there is no mandatory requirement to be physically in the AIFC to obtain official membership status. According to the developers, AIFC internal law is a systematised and simplified version of English law.

Deloitte is an official AIFC partner for International Arbitration Centre issues, and works closely on general issues, advising its clients on AIFC activities.

Business Breakfast in Tashkent. "Forensic. Effective anti-fraud in the company"

On 28 June, was held  business breakfast  in Tashkent, where the participants discussed the topic: "Forensic. Effective counteraction to fraud in the company". The event was initiated by our colleagues from Moscow - Natalia Golovchenko and Aigul Abdullina from the forensic group companies Deloitte, CIS, and organized a business breakfast office staff in Uzbekistan - partner Erkin Ayupov, senior Manager Turgunboy Tohirov and assistant Nigina Magsumova.

The meeting was attended by employees of private and public organizations, including representatives of several large banks – only about 70 people. The business Breakfast was aimed at heads of internal audit, financial services, Compliance and legal departments. Speakers spoke about the best practices in the field of financial investigations in Russia and the CIS, projects in the field of construction management, also reviewed the tools of Compliance and touched upon some other topics.

On 28 June, Almaty hosted a seminar on IFRS 17 and 9 for representatives of insurance companies. Deloitte's team of experts shared their views on the new standards with insurance market participants and provided recommendations on how companies should prepare for their implementation.

The speakers included: Eugenia Lugovcova - senior Manager actuary for actuarial services, Danara Serikbayeva - senior Manager, audit services, Dana Kaptagaeva Manager of Audit services and Aislu Zhapakova is a senior consultant in audit services.

On 29 June, Kazakhstan journalists were congratulated on the day of journalism. Forbes Kazakhstan: "Ceremony was probably one of the biggest informal gathering of members of the media in Kazakhstan". Deloitte is one of the organizers of the event for the second year in a row.

On 21 June, a meeting of the working group on taxes of the American chamber of Commerce and industry in Kazakhstan (AmCham) was held in Atyrau, where representatives of Deloitte Olesya Kirilovskaya and Liliya Kalbayeva shared their expert opinion on decriminalization of tax offenses and on the introduction of multi-lateral instruments.

The participants of the meeting discussed the issues of updates in the main legislative documents, the practice of interaction with the tax authorities and other relevant topics.

On 20 June, Anel Tulegenova Manager of the Deloitte Risk Advisory Department   took part in a panel discussion organized by the Institute of internal auditors of the Kazakhstan Republic. On June 9, a webinar on" Electronic customs Declaration of goods in the information system ASTANA-1 " was held in the office of Deloitte in Almaty. 31st plenary session of the foreign investors Council under the President of the Kazakhstan Republic

On 6 June, Astana hosted the 31st plenary session of the foreign investors Council under the President of the Republic of Kazakhstan, which was attended by Ian Colebourne, Chief Executive Officer, Deloitte CIS , Mark Smith, Deloitte Caspian region managing partner, Alua Yessimbekova audit Partner in Astana.

During the meeting, issues of digital transformation, application of new technologies, as well as prospects for further economic growth were discussed. Foreign Investors Council of Kazakhstan Working Group

On 12 April, Deloitte hosted a joint meeting of the Foreign Investors’ Council Working Group and representatives from the Kazakhstan National Bank to discuss investment policy implementation, including a new bill on currency regulation.

Training for representatives of state revenue Committee and the Ministry of Finance of the Republic of Kazakhstan on changes in International financial reporting standards (IFRS 9 and IFRS 16),

On 23 may, Deloitte experts Roman Sattarov, Kamila Muratova, Svetlana Jusupova and Talgat Sarsembayev held a special training session for representatives of the state revenue Committee and the Ministry of Finance of the Republic of Kazakhstan. The training on changes in International financial reporting standards (IFRS 9 and IFRS 16) was accompanied by practical examples and detailed discussion of various nuances.

Thanks to the coordinated work of representatives of the Committee of state revenues and tax teams, Deloitte, in the face of aliyah Takeway, the training was attended by about 40 trainees, including staff of the regional offices of Almaty, Aktau, Atyrau and other cities via teleconference.

On 25 April, Almaty hosted a round table "Innovative approaches to the development of the financial and credit system of Kazakhstan", organized by the University of International Business UIB in celebration of the 25th anniversary of the University.

On 25 April, Astana hosted a meeting of the club of professionals of changes established at the corporate University "Samruk-Kazyna". The first Kazakh-French investment forum was held in Paris

On 28 may, the Kazakh-French investment forum was held in Paris with the support of the Embassy of Kazakhstan in France and the national company "KazakhInvest", where the investment opportunities of Kazakhstan were discussed and a number of documents on cooperation were signed.

According to KazakhInvest, currently the world's companies operating in Kazakhstan have access to the market with more than 500 million people. On 23 March in Tashkent hosted a training on change management for the National Agency of Project Management. Behzod Artykov, Sergey Goncharov and Saule Medetova, representing the consulting Department of Deloitte, as coaches.

The training was attended by representatives of various departments of the agency, including the management team. The participants of the training learned what change management is, in which projects it is necessary, the methodology and the tools used.

Deloitte in Uzbekistan

On 23 February, was held seminar " Who is Auditor?" for students of the Tashkent Institute Of railway Engineers, where the head of the Deloitte office in Uzbekistan Erkin Ayupov spoke about the company's activities in the field of audit, taxation and consulting support of transactions.

Startup Weekend in Tajikistan

From 17 to 19 November, Dushanbe hosted the Startup Weekend Tajikistan, organized within the framework of the Global entrepreneurship Week (GEW) with the support of the American chamber of Commerce in Tajikistan (AmCham), the Association for innovative and technological entrepreneurship (AITE) and the British Embassy.

Our colleague, head of Deloitte Tajikistan office Gulanor Atobek, evaluated the startup ideas of the participants as a jury member. According to Gulanor, this year there are a lot of interesting business projects, and she is pleased with such a large number of initiative, bright and advanced young people in Tajikistan.

Startup Weekends are events designed for the development of the ideas of entrepreneurs. Starting with brainstorming, developing business plans and creating basic prototypes, Startup Weekend reaches its peak in demonstrations and presentations to experienced mentors. All teams listen to the speeches of industry leaders and receive valuable feedback from local entrepreneurs. Investment attraction strategy developed in Almaty

On November 13, Almaty hosted a meeting of the Council on attracting investors and improving the investment climate. The Council consists of representatives of international financial organizations, associations of foreign companies, consulting and law firms, large foreign and Kazakh entrepreneurs. Among them: Mark Smith, Managing partner of Deloitte in the Caspian region, Giovanni Capannelli Director of the Asian Development Bank in Kazakhstan, Nurlan Smagulov,  President of Astana group holding  and others.

During the meeting, the draft strategy of attracting investments to Almaty until 2022 was discussed. The document was developed in accordance with the national investment strategy and development Program "Almaty – 2020".

We hasten to share the great news-Deloitte in Uzbekistan was awarded the highest rating on the results of activities for 2016. Score A++. We were the FIRST among international audit companies.
