With the continuous evolution of the regulatory landscape, financial services firms need to be prepared to deal with the challenges of diverging regulatory frameworks. Operationalising and embedding RRP will become far more tangible for firms in 2019.
On 3 April 2019, BNM published the Exposure Draft on the D-SIB Policy Framework which we view to be in line with the Central Bank’s commitment to cultivate the principle of proportionality in imposing prudential requirements, including RRP on banks.

As the need to respond to the business implications of RRP and the capital surcharges of designated D-SIBs becomes increasingly apparent, this workshop aims to help the Malaysian financial services firms apply and implement the RRP concept in the local context, in particular the key business and control functions e.g. finance, compliance, risk and internal audit. We will also discuss potential implementation challenges of RRP and how it can be tailored to suit the banking industry in Malaysia.

Speakers
Justin Ong Kean Hu
Partner, Financial Services Risk Advisory, Deloitte Malaysia
Justin is the Financial Services Risk Advisory Leader of Deloitte, specialising in risk and compliance related areas within the banking and asset management industry. Over the past years, he has led numerous Basel, compliance and financial risk related projects in more than 30 leading financial institutions across Asia, Australia, Africa and Europe.
His prior experience in RRP covers assisting a regulator in Malaysia in developing the RRP Framework, Resolution Planning Framework, Resolvability Assessment framework, and data collection templates, which were to be issued to the financial institutions in Malaysia.
Justin has supported various DSIBs in the ASEAN region, in their respective RRP programmes, covering both implementation and independent review.
Wong Nai Seng
Partner, Risk Advisory, Deloitte Singapore
Nai Seng has more than 20 years of experience in regulatory policy, financial stability surveillance, and supervision, covering banks, capital markets, payment systems and technology risk, from the Monetary Authority of Singapore.
His prior experience covers key policy reviews and reform implementation at MAS (Basel II and Basel III, OTC derivatives reforms, resolution policy, securities offering regulations, Take-over Code). He has led and participated in various international and regional regulatory groupings (e.g. FSB, BCBS, EMEAP, SEACEN).
Benjamin Chong
Director, Group Corporate Assurance Division, CIMB Bank Malaysia Berhad
Benjamin has over 20 years of auditing experience working in several financial institutions. He is currently the Section Head of Wholesale Banking Audit in CIMB Bank, covering areas such as treasury and international offices.
His prior experience in RRP includes a joint effort with Deloitte in performing an independent review of recovery plan, covering the entire CIMB Group with the review of its recovery plan.
