Approach, strategy and practice
Representing an estimated 17% of the European Union's GDP, while accounting for 36% of Romania's General Consolidated Budget, the public procurement market certainly represents a topic of great importance for the active economic operators, both nationally and at European level.
In the context of legislative changes, which aimed at reforming the regulatory framework applicable to public procurement, the seminar aims to give participants a structured approach to the domain, tackling areas of interests which concern:
- Achieving success in addressing conditions for participation to the public procurement procedure
- How public procurement contracts are awarded today
- Commercial approaches in negotiating public procurement contracts
- Challenges and remedies, substantial approach and chances of success

Speakers
Georgiana Singurel - Partner, Reff & Associates, member of Deloitte Legal in Romania
Georgiana has over 18 years of experience as a lawyer, out of which in the last 16 years she was part of the legal team of Deloitte in Romania. Georgiana is leading the legal team of Reff & Associates specialized on public procurement and concessions projects.
Since 2007 she has been continuously involved as a trainer and legal expert in various projects for strengthening the administrative capacity of authorities for implementing public procurement, PPP and concession projects in Romania. Georgiana is a contributor to the drafting of a PPP Toolkit and a PPP Manual, transposed in the secondary legislation regarding the concessions of public works and services. Georgiana assisted clients in relation to public sector projects, both in the phase of structuring and planning, providing assistance during the tender process and drafting contractual documentation.
She also provided assistance in the review of public procurement procedures and contractual documentation, from the perspective of their compliance with the provisions of Romanian and EU legislation. Moreover, Georgiana coordinated the legal teams which provided assistance on key projects on the PPP and procurement area, such as the assistance provided to the Management Authority for the Operational Program for Development of Human Resources (AMPOSDRU) and assistance provided to CNADNR.
Adrian Coman - Managing Associate, Reff & Associates, member of Deloitte Legal in Romania
Adrian is Managing Associate with Reff & Associates and has been part of Deloitte Romania’s legal team since 2016. He serves clients primarily in Public Sector practice.
With more than 10 years of professional experience, he is involved in a wide range of industries and fields, at both national and European level.
His experience on public sector related engagements includes regulatory and compliance advice for domestic and foreign investors. He also advises public authorities involved in complex public procurement/ concessions/ PPP projects.
His experience includes risk management, national and international court dispute assistance regarding public procurement/concession contracts, and regarding PPP and EU funded contracts, as well as contract management and tender evaluation assistance as outsourced expert on behalf of contracting authorities (state owned entities, public authorities).
Adrian has been actively involved as a legal public sector specialist and contributed valuable professional input, representing and supporting the business community thorough its leading associations, such as AmCham and the Foreign Investors Council, on various legislative initiatives and changes regarding public procurement and concessions legislation, PPP legislation, EU funds secondary legislation etc. He has served as Co-Chairman and Member to relevant committees and professional bodies.
Alexandru Lascu - Managing Associate, Reff & Associates, member of Deloitte Legal in Romania
Alex is an attorney at law, member of the Bucharest Bar and Reff & Associates team since 2006. He has gained relevant experience in the fields of public sector, corporate law, real estate and mergers and acquisitions, being involved in projects covering a wide range of subjects in these areas of practice.
In the public sector field, Alex provided legal assistance in public procurement, concessions and joint ventures with public authorities, including structuring the projects, preparation and performance of procurement procedures, as well as providing legal advice, assistance in negotiations and drafting amendments to public contracts. His experience in public sector also includes participation in the team which developed a toolkit on applying the legislation on concessions for the Romanian authorities, which was transposed to the Romanian legislation.
Alex also assisted clients in a broad range of corporate mandates, including advice regarding corporate governance and structuring, implementation of amendments at the companies' level, setting up companies and providing legal assistance in the implementation of mergers and spin-offs. He was involved also in due diligence analysis on corporate matters.
He assisted clients in projects of mergers and acquisitions of companies and assets, both in the due diligence phase as well during the transactions, by providing legal advice and assistance in negotiations, as well as preparing and amending the transaction documents.
