Dr Jane Halpin focused her discussion on criteria the government previously cited as necessary for an emergence out of lockdown. She outlined measures used to assess progress against the five different criteria, and other factors that are likely to inform deliberation around an exit strategy. Ian Stewart discussed what growth might look like beyond the lockdown. He framed the discussion with historical context, analysing a chart from Andy Haldane, chief economist at the Bank of England. Henry Nicholson outlined different macro scenarios for the future based on the interaction of health and the economy and the critical role of non-pharmaceutical interventions linking the two.

With rising interest on whether we have reached a peak in the UK and when we can anticipate returning to a more ‘normal’ way of living, Dr Jane Halpin discussed the underlying public health data. Ian Stewart discussed recently released economic forecasts by the Office for Budget Responsibility (OBR) and the International Monetary Fund (IMF). Rick Cudworth explored how businesses can plan for a ‘phase two’ of their response. Phase one, which has now passed, meant that firms had to implement massive changes with little time available. As businesses think about the next stage of their response, safety, flexibility and resilience should be core principles for planning.

Dr Jane Halpin discussed the impact of suppression measures across the globe. The curve has begun to flatten in Spain and Italy, suggesting restriction measures are reducing transmission. Low numbers of new cases are now being reported in China, and lockdown measures have been lifted in Wuhan, the original epicentre of the pandemic. Ian Stewart noted the impact of recent fiscal measures and examined the outlook for the economic recovery. The UK government introduced what was described as a bazooka of fiscal measures in March, and these are having a clear impact on financial markets, with equities up over the past week. Corporate and sovereign bond markets are also under less stress than they were three weeks ago.

Dr Jane Halpin reflected on suppression measures that have been implemented in countries around the world. The measures initially aim to reduce the rate of new cases – usually evident two to three weeks after social distancing commences – and then of course, the number of deaths caused by the virus. It can take several more weeks to see if this has worked. Ian Stewart examined how, over the last two weeks, we have observed extraordinary measures around the world to counter the virus. The main aims of these measures include meeting essential needs, preserving economic capacity and maintaining social cohesion. Rupert Darbyshire outlined how the crisis is re-shaping how we work; something 80% of attendees of the webinar could see having a lasting impact on their businesses. The emerging new normal requires leaders to dial up their level of connectivity with employees; focus on employee and their own wellbeing; look for opportunities to enable people to work differently and better and at the same time stay safe.

Dr Jane Halpin, Clinical Lead, presented the current picture of the Covid-19 global outbreak, highlighting the accelerating spread of the virus outside China and the way in which fatality rate rises with age. She concluded that increasing and sustained restrictions on movement will be a key weapon in combating the predicted peak in cases. Ian Stewart, Chief Economist, said that activity across most Western countries will see a major contraction in March and Q2. The policy response is coming, and will be very substantial, with fiscal policy dominating. Recessions are likely in many countries, but the most likely outcome is for a resumption of activity in 2020H2. Tim Johnson, Risk Advisory Partner, Crisis Management, examined the leadership aspects of the crisis, stressing the need to provide stakeholders with timely, accurate information, to have an inclusive approach to planning and to rigorously test decisions against a range of scenarios. Andrew Grimstone, Financial Advisory Partner, recommending that leaders be relentless in implementing near-term actions, proactively engage with key stakeholders and keep focused on the medium term.
