Update to eligibility requirements for Stamp 4 upgrades

What is the change?

 

Effective immediately, changes to the eligibility requirements for moving to a Stamp 4 IRP card from a Stamp 1 IRP card have been announced. 

Key points:

 

  • Implementation time frame: The new eligibility system is effective immediately.
  • Who is affected: Foreign Nationals who hold a Stamp 1 or 1H IRP card in Ireland who wishes to transfer to a Stamp 4 IRP card once they are eligible.
  • Critical Skills Employment Permit holders will be eligible to apply for a Stamp 4 upon completion of 21 months from commencement of employment in the State. This is also reflective for Hosting Agreement holders and Non-Consultant Hospital Doctors.
  • General Employment Permit holders will be eligible to apply for a Stamp 4 upon completion of 57 months from commencement of employment in the State.
  • Eligibility for a Stamp 4 will be counted from the start date listed on applicants’ Employment Detail Summaries.

Deloitte welcomes this change as it has clarified the eligibility criteria for those looking to apply for a Stamp 4. It may also remove the need for some individuals to apply for a bridging CSEP to accrue the relevant time to apply for a Stamp 4. 

It should also be noted that this update is likely to increase processing timelines for Stamp 4 applications. However, the recent announcement marks the next step in streamlining the immigration process for those currently residing in Ireland.
