Martin Tesar

Business Leader, Audit and Assurance - Central Europe

Martin is a statutory licensed auditor, holding ACA and FCCA qualifications. Currently, he practices in the Czech Republic. During his time with Deloitte, he has worked in the Czech Republic, the US (specifically the McLean office from 1999 to 2001), and on project assignments in Poland, Slovakia, and Serbia. Martin holds a master’s degree from the Faculty of Nuclear Sciences and Physical Engineering at the Czech Technical University in Prague, as well as an MBA from the Katz School of Business at the University of Pittsburgh. In addition to conducting audits, he is also involved in various audit advisory projects. Some of his key audit clients include or included CEZ, Tesco, Colt CZ Group, T-Mobile, Unipetrol, Pegas Nonwovens, and others. He is currently also responsible for managing the audit and assurance business in Central Europe.

Cătălin Iorgulescu

Head of Center

Catalin joined Regional Audit Delivery Centre (RADC) as Head of Center in March 2020. Since joining, Catalin has promised to spare no efforts in further building on the existing RADC practice in Romania, in alignment with our strategy for growing the Center to the next level and match the expected increase in demand driven by the global audit transformation program.

Catalin brings over 25 years of experience in Audit, F&A, IT, Consulting then managing and setting up BPOs & SSCs serving a wide span of Fortune 100 & NYSE Listed companies in several industries. Most recently, as General Manager, he set up the Samsung SSC for Europe providing F&A, CS, Marketing Support and HR services to 26 subsidiaries across more than 30 countries. Deloitte was the company that shaped Catalin as a professional, and he confessed that returning here felt like coming ‘home’.

Catalin is a statutory licensed auditor with CAFR while also holding FCCA and CISA qualifications.

Olivian Nacu

Senior Operations Manager

Olivian Nacu serves as the Senior Operations Manager at Deloitte Shared Services SRL, where he has demonstrated leadership in optimizing workflows, strategically deploying resources, and ensuring punctual reporting. He upholds rigorous standards for work quality and consistently meets Key Performance Indicators (KPIs). Olivian adeptly handles escalated issues, fosters an inclusive team environment, and oversees the overall operations of the center.

    With a robust professional history encompassing operations management, project management, and audit services, Olivian brings over ten years of expertise in the financial and audit industries. His dedication to operational excellence and efficiency enhancement is evident throughout his career trajectory.

      Olivian believes in continuous learning and emphasizes the importance of staying updated with industry trends, regulations, and technologies. He advises aspiring auditors to develop strong analytical and communication skills, build relationships with clients and colleagues, and seek opportunities to expand their knowledge through training and certifications. Furthermore, Olivian encourages auditors to approach challenges with curiosity, maintain integrity, and always strive for excellence in their work.

      Bianca Băbăscu

      Senior Team Leader

      With a career of 18 years in audit field, Bianca Babascu is currently Senior Team Leader in RADC. Her journey in Deloitte began in early 2011 where she continued her professional development working on clients from different industries such as Manufacturing, Automotive, Health-care, Retail, Services, Constructions, Pharma and ACCA qualification. In summer 2017 she took over a new challenge in the career to lead the first team in RADC as team leader. While managing different teams in the center, she laid the foundation of the Quality Team in the center and also deployed and led the project support center.

        My leadership philosophy relates very much to John C. Maxwell’s quote “A leader is one who knows the way, goes the way and shows the way”. Meaning that the power of leadership is the power to influence and motivate people to change, grow and achieve common goals. It starts with growing and leading ourselves and extends to helping others on their leadership journeys.

          Roswitha Roesler

          Senior Team Leader

          Roswitha Roesler joined Deloitte Germany in 2002. She is a Certified Public Accountant and mainly experienced in the audit of manufacturing, automotive, aerospace and chemical industries and has professional experience in the audit, complex corporate structures with focus on proven expertise in IFRS respectively US GAAP / SOX 404, respectively German Commercial Code and consolidated group accounting and professional experience in the audit of individual and consolidated financial statements and providing advisory services in various industries (US-GAAP, IFRS, HGB).

          In August 2020 she joined the RADC team.

          Simona Ion

          Senior Team Leader

          Simona Ion is an accomplished senior executive having more than 15 years of experience working for international professional service firms. She started in Big 4 and spent 8 years in financial audit and Enterprise risk services. Also, Simona has experienced the insurance industry as Head of Finance for 5 years. The latest projects that Simona took on were based on the ability to see the business from a wide perspective, acting as Head of Internal Audit for different companies. Simona is ACCA and CIA certified as well as member of CAFR (Romanian Chamber of Financial Auditors), holds a Bachelor of Science in Economics from the Academy of Economic Studies in Bucharest, Romania, and a master’s degree in finance from the University of Orléans, France. Her strength is empowered by the communication skills and by the ability to lead by example.

          Efe Nalbantoğlu

          Director

          Efe Nalbantoğlu joined Deloitte Türkiye in 2004. He is mainly experienced in the audit of manufacturing, service, construction, fair industries, and also public companies.

          He has experience in the audit and consolidation of multinational companies, local conglomerates and holding companies within the framework of International Financial Reporting Standards (IFRS) and Turkish Accounting Standards (TAS). He led the assurance and RADC teams in Türkiye for 3 years, and he is IFRS 16 lease standard specialist.

          From September 2021, he became Director/Senior team leader of French team in RADC Bucharest.

          Oana Florea

          Senior Team Leader

          Oana Florea has more than 7 years of experience in a Big4 companies (Commercial Audit - Deloitte), with clients from industries such as: FMCG, Manufacturing, Power, Gas and Utilities, Retail, Services, and a strong financial knowledge – US GAAP, IFRS, Statutory accounting

          With more than 10 years’ experience in Financial Reporting (Financial Statements and Group Reporting Packages) and plus 9 years’ experience in team management and leading (multiple teams, 4-18 members, Oana is also an ACCA member.

          Outside working hours, Oana enjoys driving cars or motorcycles and spending time with her family. She enjoys helping people around and sculpting their career: “I draw my energy from the team’s realizations. I believe in integration, transparency and free communication.”

          Cezary Lipinski

          Senior Team Leader

          Cezary joined Deloitte UK in 2015 where he gained experience in financial audit and became ACA-qualified. His client portfolio varied from small businesses which reported under UK GAAP to very large corporations reporting under IFRS and PCAOB standards. The industries included Manufacturing, FMCG, Services, Tourism and Transportation.

          In 2019, Cezary completed a secondment at the Rzeszow center taking on the role of RADC team leader. In 2021, he returned to the RADC to assume the role of the Deputy Senior Team Leader and was promoted to Senior Team Leader the following year. At the RADC he leads a large team split across Bucharest and Rzeszow locations.

          Cezary is passionate about audit transformation and deliver centres; he is heavily involved in process development and improvement especially in areas concerning consistency, quality, performance tracking and evaluation as well as career path clarity.

          Bogdan Mazilu

          Senior Team Leader

          Bogdan currently serves as Senior Team Leader with the Deloitte Regional Audit Delivery Center located in Bucharest. He supervises ten teams with the delivery of a broad catalogue of services designed to support the execution of audit engagements in four Member Firms.

          Along with his strong financial reporting and accounting knowledge, Bogdan brings in a diverse business acumen built up from an extensive work history spanning across different sectors such as audit, financial advisory, financial services, and manufacturing.

          Bogdan is an ACCA Fellow and a member of the Chamber of Financial Auditors of Romania. He has graduated from the Faculty of Cybernetics, Statistics, and Computer Science at the Bucharest University of Economic Studies.

          Bogdan believes that curiosity and perseverance are a powerful pair. “One ignites the spark, the other fuels the journey. If you have an inquisitive mind and are ready to embark on a career adventure, you should certainly have Deloitte RADC on your shortlist.”

          Ruxandra Dumanov

          Senior Team Leader

          Ruxandra is a seasoned finance leader with over 20 years of experience covering various roles in audit, leasing, manufacturing, and the pharma industry. She has five years of financial audit experience with Deloitte and three years of internal audit with UniCredit Leasing and PepsiCo. She is an ACCA fellow and holds a bachelor's degree from the Bucharest Academy of Economic Studies as well as an MBA degree from Conservatoire National des Art et Métiers.

          Ruxandra enjoys working in a collaborative environment, with direct, simple communication and a focus on continuous development. She appreciates relationships that are based on respect, trust, and empathy.

          Daniela Cioabă

          Senior Team Leader

          Daniela is a qualified accountant, with a Fellow ACCA qualification and an MBA from Oxford Brookes University. With over 20 years of diverse experience in audit, finance and banking, she has worked in various multicultural environments and industries both in Romania and internationally.

          She began her career at Deloitte in 2000 in the Bucharest office and later in the Abu Dhabi office, where she gained knowledge in industries like oil & gas, manufacturing, hospitality, IT, and media. “Those first years at Deloitte really shaped me as a professional. It was a formative experience that I still cherish and refer to this day. Returning to Deloitte after 20 years, I found the same multicultural aspect that I enjoy and a dynamic environment that embraces diversity and continuous learning and improvement.”

          Daniela then advanced to more complex roles, developing deep financial expertise through several positions at Marsh McLennan in George Town, Cayman Islands, and as the Director of Financial Reporting at Bancpost EFG and Garanti BBVA in Bucharest. During this period, she was involved in prudential and financial reporting for banks, as well as in complex projects such as IFRS implementation, mergers, bridge bank, portfolio sales, and corporate bond issuance.

          Recently, Daniela has ventured into entrepreneurial endeavors, channeling her creativity into interior design and embracing the dynamic world of freelancing.

          Oana Bălescu

          Global Quality Senior Manager

          Oana is the Global Quality Senior Manager having two roles: she is responsible for Quality risk management (QRM) implementation and monitoring working in the Global RADC team and she is also responisble for QRM implementation and monitoring in RADC Bucharest.

          She joined RADC Bucharest in February 2022. She started her career in external audit within Ernst&Young, then continued to work in internal audit for a multinational US company operating in automotive industry.

          She is ACCA, ACFR and CAFR member.

          In RADC Bucharest, she successfully contributed to the ISQM 1 implementation in FY23.

          Vlad State

          Continuous Improvement Manager

          Vlad is an experienced Continuous Improvement Manager with a demonstrated history of working in the Information Technology and Service Industry. With a strong background in negotiation and analytical skills, he is dedicated to driving process improvements and enhancing operational efficiency within the RADC.

          As an ITIL certified professional, Vlad possesses a deep understanding of IT service management best practices and leverages this knowledge to identify areas for improvement and implement effective solutions. With a master’s degree in International Business Management, focusing on International Relations and Affairs, he brings a global perspective to his role, enabling him to navigate cross-cultural complexities and collaborate effectively with diverse teams.

          Vlad is known for his ability to analyze complex data, identify trends, and develop data-driven strategies to optimize processes and enhance overall performance. He is skilled in leading cross-functional teams, facilitating workshops, and implementing change management initiatives.

          With a passion for Continuous Improvement, Vlad is committed to fostering a culture of innovation and excellence within the RADC, driving sustainable growth and delivering exceptional results.

          Cătălina Suciu

          Manager (Talent)

          Catalina graduated both bachelor’s and master’s degree in psychology and started her career in human resources 10 years ago. She joined Deloitte more the 6 years ago, coordinating the recruitment strategy that scaled the RADC Centre from 10 to +800 colleagues. Simultaneously, she enhanced Deloitte's brand presence through tailored employer branding plans and drove employee engagement initiatives that contributed to redesigning career paths while fostering a vibrant work culture.

          Alexandru Frusina

          HR Business Partner

          Meet Alexandru Frusina, a Gen Z professional specialized in talent management, with eight years of experience, including six years as an HR Business Partner. However, his contributions extend beyond this role; Alexandru is an advocate for Diversity, Ethics and Inclusion, dedicated to fostering a more equitable workplace. Through his innovative approach to talent projects, he ensures that our organization remains at the forefront of market trends.
