China—Introduction of exit endorsement for Mainland China talents

The Mainland China Government has announced that an exit endorsement for talents traveling to and from Hong Kong SAR and Macao SAR will be implemented in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) on a pilot basis starting from 20 February 2023, with a view to encourage Mainland China talents in the GBA to travel to Hong Kong SAR for purpose that includes scientific research, education, healthcare, law, and business. Talents with an exit endorsement that also meet the criteria for the "Pilot Scheme on Immigration Facilitation for Visitors Participating in Short-term Activities in Designated Sectors" (as expanded by the Hong Kong SAR government on 1 February 2023) may travel to Hong Kong SAR to participate in designated short-term activities without the need to apply to the Hong Kong SAR government for an employment entry permit.
