(Aired 13 Jul 23) The EU’s CBAM is designed to prevent ‘carbon leakage’ by putting a carbon price on the embedded emissions of certain carbon intensive goods that are imported into the EU. An equivalent carbon price is therefore in principle paid independent of whether goods are manufactured inside or outside the EU. Reporting obligations come into effect for importers of targeted products from 1 October 2023, with full implementation (including surrendering of CBAM certificates) from 1 January 2026.
