Commercial rooftop solar potential

The solar market has been growing over the years and has demonstrated a shift from residential small-scale projects to (mid) large-scale projects. In 2020, around 70% of the newly installed solar capacity in The Netherlands was attributed to commercial ground-mounted and rooftop solar projects. Based on the granted and submitted SDE+ and SDE++ applications, the share in solar power of the commercial and utility sector continued to increase. The Netherlands is expected to reach an installed capacity of 17.3 GW in 2022 and 25.2 GW by 2024 of which a significant share will be realized through commercial solar projects.

Following Deloitte’s State of the State research on the potential for solar panels in 2018, we have analyzed the potential for solely commercial roofs in the Netherlands.

In order to estimate the commercial rooftop solar in European countries, our analysis focuses on appropriate roofs with a surface area of more than 3,000 m². However, we note that some identified appropriate roofs may already be subject to development or may even be operational at the time of the analysis. As such, to reflect the remaining potential, we have analyzed the current pipeline of granted and submitted SDE+ and SDE++ applications for some of the identified roofs and have captured these in the Rooftop Solar Tool as well.

Residential vs. commercial rooftop solar

Solar energy is among the fastest growing renewable energy sources in Europe. In 2020, the Netherlands reached ~10 GW of installed solar energy capacity, growing the installed capacity by ~3 GW relative to the prior year (40% year-on-year). Moreover, it is expected that the Dutch installed solar capacity will reach levels around 90 GW by 2050.

Historically, residential rooftop solar was the main source. In 2020, ~3 GW of installed capacity related to residential rooftop solar. However, commercial rooftop solar is gaining momentum. Commercial rooftop’s share in the added capacity of 2020 reached levels around 50%, compared to 30% in 2018.

Government regulation and incentives, decreasing costs of energy and higher predictability of costs have contributed to the substantial growth over the recent years.

The Enterprise Agency (Rijksdienst voor Ondernemend Nederland (RVO)) announced support for a further increase in the installed capacity for the following years. The 2020 autumn round of the SDE++ program illustrates this, where out of 4,112 SDE++ applications (worth EUR 6,397 million), 3,989 SDE++ applications (worth EUR 2,360 million) were related to solar PV projects.

The European Union set a carbon-neutral energy production by 2050 as its main climate target. Needless to say that this provides tremendous opportunities within the full spectrum of the renewable energy market in Europe.
