Shinya Kobayashi

Shinya Kobayashi is Director, Risk Advisory, Deloitte Touche Tohmatsu LLC in Tokyo, Japan.
Before joining Deloitte in July 2020, he had been working for the Financial Services Agency, Japan (Japan FSA) for around 20 years. Most recently, he was responsible for the supervision of life insurers for three years, in which he reviewed insurers’ risk management, corporate governance, and business conduct, cooperating closely with supervisors in other jurisdictions.
Prior to that, he was with the International Association of Insurance Supervisors (IAIS) based in Basel, Switzerland, for four years. He played a leading role in the development of international supervisory policies on recovery and resolution of insurers and also involved in the designation of Global Systemically Important Insurers (G-SIIs). Moreover, he participated in IMF’s technical assistance mission as an expert of insurance resolution.
He has a number of experiences of participating in international projects, negotiations, and discussions, including standard-setting activities at the IAIS, Solvency II Equivalence Assessment, and Japan FSAP by the IMF. He also has experience of banking supervision.
