Isaya Muto
Partner, Deloitte Tohmatsu Tax Co. | Japan Tax Policy Leader
After working at the Ministry of Finance of Japan for 36 years, he joined Deloitte Tohmatsu Tax Co. in December 2024. At the MoF, he assumed such key posts as Budget Examiner at the Budget Bureau, Director for International Organizations Division responsible for G7/G20 processes, Deputy Vice Minister for International Tax Policy, and Deputy Commissioner for International Taxation at the National Tax Agency. He also served as Japanese Government’s representative at the OECD’s Committee on Fiscal Affairs as well as as the co-vice chair of the bureau meeting of the Inclusive Framework on BEPS and contributed to the framework agreement on “two-pillar solution” on international taxation reform in October 2021.
