Deloitte Tohmatsu to implement JICA project concerning the “Study on Promoting Private Sector Collaboration for the National Recovery and Reconstruction of Ukraine”

Over the duration of this project, the firm will consider Ukraine’s market environment, legal system, and recovery needs amongst other considerations and advise on market participation by Japanese businesses.

Deloitte Tohmatsu Financial Advisory LLC (Chiyoda, Tokyo, Japan; CEO Kazuhiro Fukushima; DTFA, hereafter), a member of the Deloitte Tohmatsu Group, was engaged by the Japan International Cooperation Agency (Chiyoda, Tokyo, Japan; President Akihiko Tanaka; JICA, hereafter) to implement its project concerning the “Study on Promoting Private Sector Collaboration for the National Recovery and Reconstruction of Ukraine.” With DTFA in overall management, the project will follow the proposal created by Deloitte Touche Tohmatsu LLC (Chiyoda, Tokyo, Japan; CEO, Koichi Okubo; Tohmatsu, hereafter) and leading general construction consulting firm Nippon Koei Co., Ltd (Chiyoda, Tokyo; Representative Director and President Haruhiko Kanai; Nippon Koei, hereafter). 


Mobilizing direct investment from the private sector was raised as a key challenge during the Ukraine Recovery Conference that was held in London in June 2023, and the Japanese government declared its intent to bolster participation from both the public and private sectors to assist Ukraine’s recovery and reconstruction, as exemplified by the Japan-Ukraine Conference for Promotion of Economic Reconstruction held on February 19th, a conference jointly organized by the Japan Business Federation, the Ukrainian government, and other parties. In association with this declaration and to support the participation of Japanese businesses with the resources and capabilities to assist Ukraine’s recovery and reconstruction, JICA initiated a public bidding for implementing a study to gather information on Ukraine’s market environment, legal system, and other matters of interest to Japanese firms that are considering entry into the country’s market. Bidders were required to possess significant knowledge in starting and forecasting new businesses in developing regions and be highly skilled in collecting relevant information.


Over the duration of the project, Deloitte Tohmatsu will conduct a multi-month study starting in March and analyze Ukraine’s market environment, legal system, and recovery needs as well as other considerations, followed by advising Japanese firms (about 10 firms) selected by JICA that are interested in expanding business operations in Ukraine on considerations needed for market entry. On the side of supporting business development, professionals from DTFA and Tohmtasu will advise the firms on the business development process from formulating study plans to developing business plans based on their current business operations, incorporating key considerations such as the recovery and reconstruction needs in each sector of the country as well as interest from local firms that may become partners in the market participation. Meanwhile, Nippon Koei will provide technological advice based on its knowledge of the technology sector and experience in supporting recovery efforts.


Over many years, DTFA has supported the expansion of Japanese firms into overseas markets and, as part of its international development advisory service, has collaborated with international aid agencies such as JICA and private sector firms to address development challenges in developing countries and to assist business expansion in those countries. DTFA will implement the project by building on its experiences and team of professionals as well as by working closely with the Deloitte firm in Ukraine*, which is already engaged in many, crucial projects for the country’s recovery and reconstruction. 


Mr. Ryo Tsujimoto, the partner who manages international development and infrastructure business at DTFA and will also lead the project, said, “There will be various challenges to pursuing recovery and expansion of private sector business in the midst of war; however, we hope to contribute to the long-term recovery of Ukraine and the development of an economic exchange between Japan and Ukraine, and for this we will not hesitate in providing all the experiences we have gained concerning supporting recovery efforts and expanding business overseas.

In addition to Ukraine, DTFA will continue to assist development in developing countries or disaster-affected countries and recovery and reconstruction efforts.
