Scott consults on a range of multistate tax issues—particularly those arising from federal tax reform and apportionment of income—and assists clients with tax controversies. As the firm’s West region representative for Washington National Tax-Multistate and as jurisdictional technical lead for Oregon, Idaho, and Alaska, Scott has advised clients on a range of tax issues, including but not limited to navigating changing apportionment regimes, addressing issues of unitary business relationships, and taxability analyses for transaction taxes. Scott assists clients with ruling requests with state tax agencies and representing taxpayers in audits in several states as well as before the Oregon Tax Court—Magistrate Division. Scott also leads Deloitte’s Portland Multistate Tax practice and is a member of the Oregon State Bar Taxation Section Laws Committee.
Scott is a frequent speaker at programs sponsored by Deloitte, Tax Executive Institute, Institute for Professionals in Taxation, Oregon State Bar, and Council on State Taxation. Scott also speaks at academic institutions and before state tax organizations such as the Oregon Society of CPAs, the Idaho Taxpayers Association and the Taxpayers’ Federation of Illinois. His articles have appeared in State Tax Notes and the Oregon State Bar Taxation Section Newsletter.
Scott holds a BA with honors and highest distinction in history from University of North Carolina at Chapel Hill and a JD from Duke University School of Law.
