Tom has 20+ years of Medicaid consulting experience, serving state and federal agencies, providers and health plans. Tom’s expertise includes health system reform, market strategy, operational performance improvement and program integration. As an actuary, Tom has Medicaid experience in 20 states in developing rates and designing and implementing program initiatives that incorporate the impact of the Affordable Care Act. Tom re-joined Deloitte in 2013.
