Deloitte SOE reform series white papers aim to provide actionable insights with the progress of state-owned enterprises (SOE) reform.
Issue 7: Progressing through transformation
"Progressing through transformation - study on SOE reform in auto industry" is the 7th publication of SOE reform whitepaper series, and it's the first attempt to look into the impact of SOE reform from the industry perspective. We surveyed top executives from auto SOEs to understand the impact of SOE reform on these companies, and presented several case studies on how to tackle the challenges that may encounter when driving SOE reform.
Issue 6: Compliance management in the increasingly strict regulatory environment
The increasingly strict regulatory requirements for compliance both at home and abroad have also given rise to higher standards for corporate compliance management capabilities. In order to gain deeper insights into the status quo and challenges faced by Chinese enterprises regarding compliance management, we have conducted questionnaires to executives from about 40 enterprises after interpreting major international and domestic compliance laws and policies.
In response to the concerns and challenges raised by interviewees, we have provided five cases to demonstrate how to establish a compliance management system, continuously improve compliance management capabilities, and respond to regulatory requirement for compliance in specialized areas from the perspective of tax, anti-monopoly review as well as SOE information disclosure. We wish it can help to lower down risks, and improve the efficiency of compliance management, with the purpose of providing valuable references for corporate operation by law and regulation.
Issue 5: Key Points on the Reorganization/Establishment of State-owned Capital Investment Companies and State-owned Capital Operating Companies
Reorganization and establishment of state-owned capital investment companies and state-owned capital operating companies are innovative and experimental initiatives in this round of SOE reform. This whitepaper has in-depth interpretations on relevant policies and analyzes the status quo and challenges faced by pilots companies, and provides cases extracted from practices. Finally, the Whitepaper summarizes the key issues of the reorganization/establishment of the two types of the companies and provides an outlook for the future reform.
Issue 4: Deepening Reform with People as the Foremost
One of the major challenges in deepening SOE reform is to overcome the obstacles related to people and arouse their vitality. The fourth edition of Deloitte SOE Reform Whitepaper aims to address this topic and is titled with “Deepening Reform with People as the foremost-Insights on SOE Talent System Transformation from the Perspective of the New Round of Ten Pilots for SOE Reform”.
Issue 3: SOEs going global leveraging the "Belt and Road" Initiative
This white paper reviews the achievements and lessons of SOEs going global in the past decades and interprets the "Belt and Road" initiative. After that, it unveils the status, difficulties, and wills of SOEs in the process of internationalization, especially leveraging the "Belt and Road" initiative in the future with a survey among SOE executives. Based on that, it shows how the SOEs can successfully solve of the strategy, finance, risk identification and control, talents, global governance and other issues with six specific cases. Last but not least, it puts forward a few suggestions for SOEs regarding going global and executing the "Belt and Road" initiative projects.
Issue 2: Focus on mixed-ownership reform
Focus on mixed-ownership reform is the second white paper published by Deloitte SOE Transformation Initiative Project Management Office. It interprets policies, analyses cases and elaborates practical cases and essentials in operation including:
- policy interpretation
- SOE classification and mixed ownership reform
- the target participants and investors
- five approaches to realize mixed-ownership : restructuring, IPO, employee share-ownership, fund, and introduction of strategic investor; and
- mechanism change in mixed ownership enterprise : corporate governance, talent system, daily supervision
Issue 1: SOE transformation thinking framework
This white paper has interpreted the trends in recent round of SOE transformation and analyzed challenges SOEs are facing. Based on that, Deloitte puts forward SOE transformation integrated thinking framework from stakeholder management, re-positioning, enterprise governance, innovation/M&A, risk, talent to IT/digital technology and offers reference solutions. The white paper also provides five cases regarding mixed ownership; overseas M&A, management incentives etc.
