Deloitte Tohmatsu venture support First dispatch of expatriates to Paris in Europe Enhancing Collaboration with Start-up Ecosystem in the Region

Supporting cross-border alliance among Japanese corporations and European start-ups, while helping Japanese companies expanding into the European market

Deloitte Tohmatsu Venture Support Co., Ltd. (“DTVS”), a company of Deloitte Tohmatsu Group, announced that starting from June 2024 it will send expatriates to Paris in Île-de-France. Leveraging this new location in France, the firm intends to work closely with local organizations in France and Europe to help Japanese corporations partner with start-ups in Europe and expand into local markets.

The move is in line with the growing importance of Europe in the global economy and businesses, for example, being the world’s first to enact regulations on artificial intelligence which require vigorous risk management and taking a leadership role in sustainability and climate actions. In addition, cities such as London in the UK and Berlin in Germany boast mature start-up ecosystems with strong backing from a network of public organizations, research institutes and venture capitalists. Among other nations, the French Government has been promoting innovations with “La French Tech” policy. Since the policy was announced in 2013, 25,000 start-up companies have been established in the tech ecosystem, creating 1.1 million direct and indirect jobs.*¹ The country has made significant progress and reached its goal three years earlier than planned in having 25 unicorn companies by 2025, achieving more than one billion dollars of market capitalization within 10 years of establishment*2.

The French government’s initiatives are in tandem with works in the private sector. For example, in 2016, private sector organizations hosted the first world-class event specifically focused on innovations, and in 2017, opened one of the largest start-up centers in the world. Closely following the progression of La French Tech and other initiatives as benchmarks, the Japanese Government launched J-Startup Program in 2018, designed to give comprehensive support to select start-up companies. The Tokyo Metropolitan Government is actively promoting the program, for example, through events held at Tokyo Innovation Base, a new facility which just opened this year as an innovation node.
 
In response to developments in Europe, DTVS has been building relations with start-ups in the region, hosting events inviting governments, leading companies, venture capitalists, and start-up companies as speakers while supporting partnerships among innovative players in Japan with those in France and Europe. As part of global collaborations among Deloitte Tohmatsu Group in Japan and Deloitte firms around the world, the global practice of Japanese Services Group*³ have long been offering tax and advisory services to Japanese multinationals in major countries in Europe, including the UK, France, and Germany.

In addition to DTVS’s existing offices in Silicon Valley, Singapore, Israel, and Bengaluru, India, which was just established in April, a new location in Paris will add to Deloitte’s strengths in accumulating insights and supporting start-ups. The firm focuses in particular on cross-border alliances among Japanese and European corporations, European corporations’ expansion in Japan and the rest of Asia, and Japanese corporations’ entering into the European market. For this, we will quickly incorporate advanced examples of the “venture client model*4,” a new open innovation methodology has been leveraged by many European corporations.
