J.R. Ruiz

J. R. is a principal in Deloitte’s Human Capital Consulting practice, where she drives market-leading transformation opportunities for Government & Public Services clients, improving mission outcome through people and operational strategies. She’s often engaged to explore an organization’s strategy or decision to rethink service delivery/mission outcome; adept at bringing together multidisciplinary teams to solve for high-impact organizational, operational and workforce outcomes.

Serving the State, Local and Higher Education sector for more than 15 years, J. R. advises executive leaders across all segments of state and local government. Her work focuses on aligning people and operations to desired strategy and constituent experiences, with a keen eye on the required enabling structures and technologies, including emerging technologies. In addition, she serves as the Workforce Leader for Deloitte’s Public Health Transformation market offering.

J. R. holds a Master of Public Affairs from the LBJ School of Public Affairs at the University of Texas at Austin. Prior to Deloitte, she worked for the Lower Colorado River Authority, and Vianovo, a strategic advisory firm for high-stakes brand, policy and crisis issues.
