Kelly, a principal at Deloitte & Touche LLP, is the Government and Public Services (GPS) Cyber Data leader for Deloitte Risk & Financial Advisory. As the GPS Cyber Risk Quantification leader, he helps federal executives use cyber risk data to make risk-informed security decisions.
Kelly brings extensive leadership experience across several federal government agencies and private companies on issues of risk management, privacy, cybersecurity engineering and analytics, incident response, disaster recovery, business continuity, and cyber threat intelligence. He is focused primarily in the Government Civil sector with a specialization in tax administration. Before joining Deloitte, Kelly’s previous roles provided exposure to counterterrorism, homeland security, intelligence, and information management.
Kelly received a BS in Chemistry from Morehouse College and an MA in International Security and International Business from the Fletcher School of Law and Diplomacy at Tufts University, in cooperation with Harvard. He is also a graduate of the Boardroom Bound® Boardology™ Institute. Kelly serves on the Board for the Fletcher School of Law and Diplomacy at Tufts University.
Kelly also holds a number of certifications, including Certified Information Systems Security Professional (CISSP), Global Information Assurance Certification (GIAC) Certified Incident Handler (GCIH), Certified Public Sector Continuity Professional (CPSCP), and Project Management Professional (PMP).
