Wil is a principal with Deloitte’s Government & Public Services (GPS) practice who works with state government health and human services executives to develop and execute technology-enabled transformation programs. Currently, Wil leads the GPS Health Technology practice. With more than 20 years of experience leading complex technology projects within the public sector, Wil guides his clients and teams through the process of defining a program vision, aligning technology investments, developing implementation strategies, and execution. Wil has worked with more than 20 state government clients in the areas of integrated eligibility, digital citizen engagement, human service billing and invoicing, and claims management.
Wil’s publications include “Smart Medicaid: Leveraging cognitive technologies to improve health and program efficiencies” and “Medicaid and digital health: Findings from the Deloitte 2018 Survey of US Health Care Consumers,” for Deloitte Insights as well as “achieving integrated service delivery” and “drag-free drift in delivering human services” for Policy & Practice magazine. Wil is a frequent speaker and moderator for national human services conferences including American Public Human Services Association's ISM conference and the Medicaid Enterprise Systems Conference.
Wil holds an MBA from the College of William and Mary and a BA from Tulane University. When not on the road working with clients, he enjoys fly fishing, skiing, and mountain biking at home in Montana.
